14th section, inserting the words "that the Le
gislatures of Territories shall not be precluded

Mr. Badger then offered an amendment ad
ding to the 14th section, ...Provided that nothing
contained in this net shall bemmstrued to refire

may have existed prior 'to the-act of the 6th of

At two o'clock yesterday afternoon theateani

destroying the blacksmith shop and engine room,
and badly shattering .the main .bundang. Over
100 persons herein that part, of the buildinil at
the tintziof the explosion, which was - terrific,
wrenching thopowert'ul machinery, breaking the
'limbers and - prostrating the walls and roof, bury
ing the worksnen beneath the rains. The citi
zens and firemen were quickly on the Spot to sea
ene the tutfferers, nine of whom were killed in
stantly, and seven died subsequently. Many
ethers are. badly injured, some •of whom will
probably die.' The boiler wassnew one, of fifty
halve power, built in the hest manner. - Over
three hundred persons were employed : in the
blinding. The killed were chiefly employed , in
