Tux NICORASICA Ritsaturtos.—We give below
a condensed report of theippeech of. Dr. George
L. McCook, Jr., upon presinting his resolution
against Douglass and the Nebraska bill, in the
Democratic County Convention, on Wednesday:
The Doctor said that the resolution carried
upon its face the declaration of plain facts--facts
written in the history of our country—faCts writ
ten in the history of the Democratic party—facto
written in nature—a fact written in the history
of our country; because there is ono known exi
gency of the tithes" requiring the passage of the
Nebraska bill"—a fact written in the history
of the party, because it is a violation of the Bal
timore Platform—a fact written in nature, be
cans° :Nebraska, her clear stream., tier rallies
resting in primeval beauty, and the echo Of her
free hills, wants not slavery within her domains.
The men who introduced this bill to the 6tutte
of the United IStates;"mts a'raembcr of thntbody.
- when the Compromise of 1850 was ailopted. -- ,De,
as well as the whole country, was informed by
Henry. ClaY and Daniel Webster, (and be rerfr
red-to these men because now no more,) the one
bearing the interests of the South, and the oth
er the representative of the Northern sentiment,
that the Compromise of 1850 was to be a final set
tlement of this vexed question. The body of the
ono now sleeps beneath the hospitable soil of
Kentucky, and the other crumbles within the
roar of the Atlantio. Kentucky's champion looks
out from a region far more beautiful than this,
and drops a tear over the violated faith of the
South, and the mighty breast of Massachusett's
favorite heaves a righto 1:now that the North
staggers in the discharge of its duty. Together
they weep and sigh that they can serve their
country nolnore.
Mr. Douglass was a candidate before the bob
, thtiore-Convention, and pledged, himself to the
fifth resolution of the Baltimore platform, (here
the speaker repeated the sentiment of that reso
lution.yand yet' of the six or seven men promi
nent in that Convention, but ono Juts-vindicated
his fidelity to that platform, and he is the tall
Senator from Texas, who declared 'that Le was
born to "revel in the - Hall of the Montexumas;"
and vindicated his prediction by the gallantry of
his arm."
•
Inasmuelras he would have only nits oppor
tunity to speak on the question be would antici
patesome of the reasons whieljutight be offered,
why the resolutions should not be adopted. It
will be said that as sonic prominent mem of tho
Democratic party have taken a stand in favor of
the Nebraska Dill, we should be careful not to
differ with them. Mr. Douglass in introducing
'this measure has torn a plank from the Dahl
more platform, and casting it out, demands that
we should follow him.
The speaker next noticed the blindness with
.which interested party men followed their lead
ers, and illustrated his argument with an anec
dote which convulsed the convention with laugh
ter. When in Ohio, said Le, a gentleman living
on the opposite side of the- street on which he
• resided bad a broad, brown facedroy of some
four years. Ile also had a dog. The boy and
the dog were constant associates, and 'it was
their custom every evening to meet the gentle
man as he returned Lome from hislabers. On
one of these occasions Zhe dog being unusually
playful, by his frisking and the rapid kyrations
of his tail, satisfied the boy that he seas exceed
ed in his demonstration of joy. The boy, cha
grined, looked into his father'sface and said,
"Father, I want you to buy mesa tail, ibetl can
shake it when yon come." If they are thus 'to
follow the lead of ambitious men, without thought
or reflection, and in opposition to the plain
dictates of humanity and covience, let them
provide themselves with tails, that they might
shake them when Mr.-Douglass comes this way.
It will be argued that we should not act hasti
ly in this matter—that we have not had time to
investigate it. The question is .a plain one;
plain as justice herself; simple as truth and clear
as a man's-right to "life, liberty and the pursuit
of happiness." It addresses itself to the raid;
it addresies itself to the conscience. Thought,
which spans a universe so quickly that electrici
ty itself is left lagging slowly in its' rear, will
decide this question as promptly as conscience
will approve. , Let us do our own thinking and
we will then have used our own heads - for the
purpose for which God has given them. '"The
right is always tixpedient"--the wring is full of
danger. The hasty manner itt which it in pro
posed to pass this bill throughOtingress, demands
that the people should-take immediate and deci
sive action on the question, and it we as a party
will hold our peace yet a little time, whilst there
are eloquent tongues in the Senate and a hind itc
the "White House" to give 'vitality to this hill;
If we will yet holdour peace until the ignomy
and disgrace or this measure shall rest asa stain
on our_ party; we may'nry "out,;damned pipet"
until our voices sound cracked as broken vessels,
and yet, as the drop of blood on the glittering
steal, it will not out.
It will be argited that we should' 'not agitate
this matter. Bet we will agitate) . 'Agitation is
called for and is good.' A- tide di agitation will
sweep the North trim _the - point where the At.
Untie strikes us on the. east, to the point where
the Petite recedes from us on the west, and po
lities' wiseacres and political wire-workerarnsy
sit upon the honk of that tide,
waiting for its
waters to suliside, until patience being exhausted
and political shrewdness proving abortive, in
their madnese and in their plirensy, they may
cast their done _into this Hellespont of pop
ular indignation, and unavailingly bid it to cease
Ito murmur.-
conclusion, the speaker venture(' thetrmre
that the man who has introduced this bill
lido the Seratte of the Unitcvl States will be a
'Xerxes before he is an Alexander; he will east
his chais into a sea which be cannot quiet, be
foree he`will sit shivering in tho midst of his
household gods, weeping that there to not anoth
er world to conquer.

position is required, in order to secure to Ameri
can citizens :abroad the enjoyment of religious
worship while. living, and a place of sepulture
and right .of ClOstiati burial when tliod. He
said it was strange that such detnands are ren
dered necessary by - the arrogance of earthly Pre.
gumption, in this day of knowledge and of
searching inquiry; but, so it was, lawl public
opinion in this country is awakening to the
interest of this question, and it is time our
voice should be heard and heeded. He said
the freedom of religious worship is a sub
ject belonging to the kinidom of Ood.and not
of man, and human ruler cannot interfere with
it without equal inju.stiefiland presumption. Of
course RP claim no rigid to interfere between
other Governments and their own people, except
indeed the right ofjculgement and condemnation
common to, all countries not crushed by the foot
of the oppressor when such acts of revolting
tyranny. OCetir to shock the feelings of mankind,
but when American citizens are the sufferers, it
•is the undeniable duty of this goiernment to

exercise of rights which ought to be wholly with
out the scope of politiealitistitutions, as they aro
without their just authority. lie said he pur-

bad been greatly misunderstood, and he desired
to re-assert it, to maintain his true views, which
task be should. execute with all respect to the

t4the subject and to his own position as a mem
