Mr. Pettit began 'his speech on the Nebraska
bill' by reading a dispatch, announcing the sni
vel of the Baltic, and the departure of the
troops from the West to the East. The western
powers are drowsily shaking themselves - after a
slumber that looks like a trance. I have but
little hope in any of their proceedings, so far as
concerns the progress of national, constitutional
freedom. Nicholas is hardly a worse despot
than,l.,ouis Napoleon, but the Russian system cA .
tyranny is the darkest and most soul-crushing
in the world. It is also the most aggressive, the
most dangerous to all its neighbors, and even to
the very distant people who are qt - Its neighbors.

which may be overact by a vigorous - and sudden

The instant destruction of Sebastopel and the
whole Russian fleet in the Black Sea, would en
sure the speedy evacuation of the. Principalities,
and the defeat and capture of the Russian ar
mies in Asia. Tne Dniester; on the European
side, and the Caucasus on the' Asiatic, might,
and by that measure would be made the bounda
ries of Russia. If peaccd not presently fol
low, the opening of the Mlle and the Neva
,might bring the occupation of "St. Petersburg,

.of the Northern peacock of those miseries of

of the Nebraskans continues. Presley Ewing,
of Ky., made a speech to-day in the House, of

pital for the beitefit of the Insane.' It will he
remeedwred,how deep an interest was eicited in
behalf of this unfortunate chum, by the mission'
of mercy, some eight or - pine years' go, through
our State' by the indefatigable and benevolent
Miss Dix. The result of" her efforts was the es
tishment of the Pennsylvania State Lunatic
pith!, at Harrisburg, noulnittlecessful operation.
The law authorizing that imditation provided
for the accommodation of tiro hundred and fifty
patients. It is being rapidly:filled, and has now
near twolamdred- patients. Judging-from the
pest, another year will probably find it full. Ily
the census of. 38660,-the Messiahs reported 1800
insane in: the State. Hat those returns were
very imperfccto .the Marshals baring been in
structed, from motives of delicacy; not to' press,
the inquiry. Dr. Kirlbride, the able Superin
tendent of tbe'Vennsylvania Hospital for the In
sane, near.Philadelphis, in his report for 1858,
'estimates the number at natiess than 1500. Dr,
Kirkbride in his report has earnestly recommend
ed the establishment of a Hospital near Pitts
burgh. -All the Hospitals in thaState, including
that at Harrisburg, when full, eannpt ateceruno
date more than nine hundred patients; lie that
upnu the supposition of there beings, there
will still be left 1600 for who . = no adequate pro
vision has been mode, a majority of whom, with
out suitable hospital treatment, are hopelessly
doomed to mere physical existence, and a burden
to the community. In the three hospitals in
tlie city there is no pritlidonnuule for the insane,
except for the Wmpordryaccommeidatiott of twelve
or lifteen in the Western Penrayltania Hospital,
not sullicient,l judge, for the insane of the wen

At II o'clock, the Senate repaired to the Hall
of the House, to hear the reading of Washing
ton's Farewell Address, in the presence of the
two Houser; the Governor, and the Uvula of De
partments. 8,000 copies of the Address were
ordered to be printed.
