Yon s, Feb. 15
The steamship Africa, which arrived below
this port on Monday evening, has gone ashore
on Jersey Flats, one mile below 13edlow's
in an attempt to reach this city through the
dense fog which has been prevailing for nearly
three days past.
The following items were contained in papers
by the Africa, received here this morning;
PAIIIA Friday.—A great battle was fought
near Kaisfat, on the 26th, in which the Turks
were victorious. It is also understood that the
TWerks have retaken two islands on the lower
Danube. •
CONSTANTINOPLE, UAL—The Turkish Convoy
arrived without accident, having disembarked the
troops and provisions at Bohm.
The Turks are about to &smite the offensive
against Akhalsek and Pumoni.
The pacific news from Persia is confirmed.
ST. PTTZBSOTIt6, Jan: 19th.—The issue of
large amount of additional paper money and
Treasury bonds had not yet produced an unfa
vorable alteration 'of the retell of exchange,
owing to the heavy e x port from Chime.
Losnox.—The Cabinet Council sat three hours
on Friday. The Times has an article which
says that the accounts from - the French provinces
are bad. Several failures have occurred .at
Lille and Mulhouse.
The London Times does not concieve that the
tenor of "the late Russian note and Odors mis
sion t 9 Vienna would justify the sanguine expec
tations which may change with any event an
extraordinary position is apt to excite. The
probability pis that in failing to obtain a declara
tion of neutrality, the Russian Ministers at Paris
and Londo t will withdraw from their respctivt
missions, unless they are to refer to St. Peters
burg for further orders. „With respect to Count
Orloff's m.ssion and the possibility that it is pa
cific, the Times remarks, that at present the
range of negotions is very much contracted, and
it is impossible for the Four powers to entertain
fresh proposals from St. Petersburg. which
would involve necessity for further reference to
Constantinople. and o further delay of sixweeks;
because, practicafly, that delay would be fetal to
the cause we hare adopted.
PARIP.—The Bourse closed weak, on Friday,
without much busineaa; three. at 69 francs
60 centimes, four and a half per cents 97f. 90c.
WISIIINGTON errs, Feb. 15.
SuarrE.—The - .French Spoliation Bill was ta
ken up and passed. Teas 27. Nays LI
Mr. tunrt presented resolutions directing the
Committee on Commerce to report a Bill making
appropriktions for the improvement of Rivers
and Harbors. Laid over.
The Nebraska Bill was taken up. •
Iforsz..--Mr. Ewing submitted a paper which
had - been sent to him to lay before the House,
signed by the citizens of New York, representing
that Mike' Walsh is not a citizen of the United
States, either by birth or naturalization, but
that he wa? born in Ireland.
The bill granting to Ohio ell the public lands
therein remaining unsold was passed.
The Nebraska Bill came up. Mr. Houston
concluded his speech, strongly opposing the pas
sage of the BilL The question was then taken
on Mr._ Douglass' amendment, when it was
adopted. Yeas 3d; Nays 10. -
Mr. Chase moved to amend the amendment by
adding a.proviso, that under the Act, the people
,of the territories, through their :appropriate
representativei may, if they see fit, prohibit
Slavery therein.
