suit against the United States to test the liability

viving the Deficiency bill, which was killed on
Thurs.loy, but the effort failed on a motion to
suspend the rules, tootle by Mr. Cliugman, to
enable. him to introduce a new Deficiency bill.—

appropriations.
On motion 9f Mr. Chandler the Committee nn
Judiciary were instructed to inquire into the
expediency of erecting buildings in Philadelphia
for the U. S. Courts and Post Office.
. A bill was introduced forbidding a sea-going
ship fasten taking passengers on her first trip of
over 500 miles, without first testing her machins
