I4May be briefly stated that no official reply
hatlbeen received from the Czar to the final
propositions-of peace or war.
Ali torts of rumors were afloat. Several, ern
, [mating from apparently responsible sources,
stated that the Austrian Cabinet was already in
. possession of nn index to the Czar's reply, and
that:the reply would be transmitted in very de
cided terms, through the ministers at Paris and
London. The Vienna propositions, so he would
state, besides being incompatible with the Em
perer's dignity, only serve to divert attention
f' front the real question at issue between Russia
and the Porte, and ilav are, tharrfare; uncondition
j itily'idected !
T.O prove, however, that he is still inclined to
treat, the Czar has appointed Prince illortsha-
I kofflile Plenipotentiary ; and to Gortschakoff
Fthe ?Otte must apply whenever it is inclined to
negotiate.. Such a step on the part of the Porte
will, however, be useless, should it not under the
j'errarmous impression that the Czar will depart
frotO any of the conditions laid down by Prince
' Meilschikoff. Any Plenipotentiary by the Porte
mt be provided with a firman, in which it is
' spe fled that the Porte, considering the present
dint ulty to bo exolu.sively between Russia and
itself, acknowledges thatit must bo settled be
, twain thon two powers alone. The substance
of this imperious reply is sent as authentic, both
troll Berlin and Vienna, and, if true, it does
awn; with the last hopes of peace.
The London Times saYa, editorially—"We have
strong reasons, for believing that the declaration
of the Russian Government; transmitted to us by
ouriVienna correspondent; is authentic, and that
Alit language, which seems to exclude the last
hope of peace, has been addressed by the Cabi
net'of St. Petersburgh to the Austrian Govern
ment." "
P)IOSPECTS or rite WAlL—Timm being no lon
gerany doubt that the Russian commander has
orders to act with energy, it becomes evident
that he must, at whatever cost, effect the capture
of Salafat. He has, indeed, sworn to do so, if
it should cost him 20.000 men. All accounts
concur in stating that, with this intention the
Ilaisians are combining all their disposable force
in Little Wallachia. On the 17th, Gortechakoff
wel employed in person in concentrating his
fereeat Rudovau, a place on the road from Kra
jova to Widden. Already the losses sustained
by tine Russians in the battles of the 6th, 7th
and Bth, Were such as to compel them to draw
off until the arrival of reinforcements.

Turkish outposts are atCioroin, a station on the
Milt road, about ten miles to the south.
anti several other adjoining villages, are in the
heads of the Turks, and must be taken before
'Kalafat Itself can be approached. It is, however.
so isential to the REIPAIIIES to have possession of
Kalafat, thatit will doubtless be attacked again
and again, until taken. But even if Kalafat be
captured at immense loss, there still remains
Widnin, on the opposite bank of the rirer.—
Witldin is a well fortified town, with works of
great extent, and in better condition than those
of any other fortress on the Danube. It can only
til takenby a regular siege, and to undertake
such a siege requires the passage of the river
by.an entire army.
On the 12thjannary Omar Pectin was at Kale
fat; where a high, observatory had been erected.
that overlooks 'every movement of the Ru.ssitum.
Bear (Mbar the Russians are evidently prepa
rite." to invade the Turkish bank of the river.—
On the 12th the Russian General Engleimrdt i

and Isaktchs, where the Danube describes
smni circle opposite Galati. At Rent, on the
sairelne corner of Bessarabia. formed by the
Prato and the Danube. Russian troops are pre
peeing to cross. It ia probable that by this time
considerable , bodies of Russians have invaded
Bolgaria—the territory of Turkey prcler—and
that we shall soon hear of the passage of the left
wing of the Russian army across the lower Dan
ube, where the Turks can have no considerable
[me to oppose them. The farts of lilatschin
And Isaktelia are small places. and, though they
hive been gallantly defended against two attack's,
they cannot stop the advance of an army. The
advance of the Russians might, however, be
obicked in the comparatively „narrow passage,
known as the Lines of Trojan, between Rassayo
at i Kutsehendii. This position has, according
-171 been fortified by Omar Pacha, and it may be
zOportod with effect front the Black Bei.
On this 12th January, the Russianahad again
eked hbOaehirt, end-what seerants let; the
iiitttle was raging fiercely, the Turks defending
tberaselves with their vaunt bravery. The Bas
tian division at Giusrgievo was also preparing to
attack Itutschuk, if indeed, it had not already
done so.
At Bares, on the 2:;th, a report of serious im
port. if true, was prevalent to the effect that
was in the hands of the Russians. Wd
do not see that this can be true. When Silistria
vat last token by the Russians, it was after a
siege of nine months, and there is little proba
bility it would be less gallantly defended now.
The Ilinpodars of Moldavia and Wallachia have
refused the pension which the Czar had offered
them, and have protested against the Russian
ueurrationef their authority.
In addition to the reinforcements sent under
conyoy of the allied fleets to Batonm, nix battal
ions of intkntiy and two companies of artillery
are to be sent shortly to Ears. '
Russia, it apon's, will issue letters - of marque,
in the expectat ion that it will inflict "great dam
age on English trade in America."
Tux Fterts.—On the 6th of January, at 11
o'clock, morning, the hat of the English and
French fleets were out of eight from the farthest
pointof land, as was also the Turkish convoy.
Consisting of fire frigates and air transports.
Adrices from Odessa, of the 10th, state that no
English nor French ships of war had appeared
off that port, and nil French and English mer
chantmen were preparing to leave. The Russians
had notified that ships of any nation, taken with
troops on board. shall be lawful prizes. The re
port that the Austrian and Prussian Ambassa
dor, at Constantinople, had protested against the
entry, of the fleets into the Black sea, in incorrect,
but these repreientatives did send to Reschid
ream a notifieation that the step taken by France
and England went beyond the agreement entered
into by the four Powers, on the 12th of Deem-
• The allies were met, January Gth, by the mail
steamer from Trebizonde; they were steering.
With a fair wind anirfine weather, for Batoum,
*here they would arrive the next day . . The great
est entfusinsm was manifested in Constantmopie
when it was known that the Beets had actually
. sailed. It has bean already mentioned that in the
event of coming into .action ; Admiral Haman
(French) would take command of the allied ships.
-A rumor prevailed at Constantinople that the
fleets, basing escorted the Turkish ships to %-
tow, would return to the Bosphorus in about a
'week; but this hat seemed unlikely. The orders
given to the fleets are to salute Russian ships, so
long as matters remain as they are: Should the
Russian naval forces attack any Turkish ship
within three and a half mfies of the Turkish
coast, or any ship belonging to the protecting I
Powers, then active hostilities willbo immediate
ly commenced.
It was at first stated that the Russian Admi
! rat had issued orders to all his cruisers to re
{turn W Sebastopol, but later commands,' said to
hare come direct from the Czar, order all the
.ships to put to sett. It *as considered that the
j Czar's policy is to have the allies commit the
first act of war.by firing the first Bostile shot,
and it is therefore expected thlit some alight ten-
contra may take place near Batoum, where Buss
sum ships are known to be,. and to which place
the Turkish Convoy is destined: This" is the nice
conscientiousness the Czar would consider to jos
tify.him in formally declaring war against Eng
land and France.
It is stated that if the Muslim Ambassadors
tire ordered to retire from Parts and tendon,
they' will withdraw to the liagne, and there await
farther instructions. .
If we may credit a Vienna telegraphic an
nouncement of date 21st, the Czar'a reply to the
notification • respecting the entry of the fleets,
does not regard that event as a direct cam
Ile leaves it; however, to be 'understood that the
Russian fleet Will pursue its mission in the Black

:that conflicts will arise now that the fleets are in
presence and that these may very easily involve
