Judge Mame. He held his judicial learning,
In eupremieentempt, and heaped all manner of
derisive epithets upon his legal opinions. It is a
pity thnt , the . Bench of Pennsylvania is not
'adorned With a Qum(' tn. His luminous views of
legal matters would reflect the highest honor
'Upon the State. and cause her judiciary to be held
in reverence. The time was when all, or nearly
all, our Judges were taken out of tho northern
hire from which this Quiggic has swarmed.—
Those were palmy days in Pennsylvania juris
prudence. The men who took away the power
of appointing judges from the Governor, and
gave it to theyeople, have much to answer for.
Hrul it net bedsit for that untoward event, Alle

The Temperance Convention.
Tte Pineburgh Gazette misapprehends our re
marks in relation to the stopping of a member
who was addres.sing the late Temperance Conven
tion, by a call for the previoui question. Wo re
peat that the act was an "outrage." It put a
sudden'stop to the half-finished discussion of the
most important question before Coo-
Tention it was apparently the resat of a pro
concerted movement by the frieints of the'resolu
tion ; and it was accomplished without courtesy,
or the appearance of it, to the occupant of the
floor. If there are nut hero all the elements of
an outrage, will our contemporary of the Gazette
tell us when he would consider insult to amount
to outrage ? it is no answer to sasr that -it a
not an uncommon thing, in the Cegiolature, to
choke off a member, while on the floor, with a
call for the previous question." This ..elloking,
off" power, like a man's plipieal strength, is et.-
ly to be used by an assembly itlextreme risen orof
for self-defence—not at random and without dis
cretion. In the case of the Convention. gentle.
men hadassembled from ell parts of the :gate,
chiefly for the purpose of comparing views an the.
subject matter of the eighth resolution ; and yet
it was thill very resolution that was selected no
the one on which they were to be gagged. It
was not only an outrage but a flagrant one.
We do not urderetand why the Gu:ctic: should
imply, by the v.bole tenor of its article, that we
had censured Col. Halts, who presided over the
Convention. It was his dutyto enforce the rules.
as decided upon by the Convention, and accord
ing to the practice in the Legislative Halls. He
performed that duty with firmness, promptness
and as much courtesy as its inherent rudeness
would allow. We have rarely seen so good a.
presiding officer. ifill the Ga:ette do us justice
on this point,—Plid. Rcycirtr.
We certainly understood the Editors of the
Regieler as characterizing the decision •of the
President of the Convention, rather than tho call
for the prevlous question, as an ..ohtrage."—
We agree in . the opinion of the,Reyieter as to the
act itself,-and believe that, cyan in the Legisla
ture, it is considered a personal indignity tomer°
the previous question while a member is on the
floor t although strictly in order.
Car The calm. logical argument of Mr. Ev
erett, which we give to-day, exposes the base
ness of the argument of Mr. Douglass and his
blends, that the Compromise of ISiO repealed
tho Missouri' Compromise. Tho man who saye
this lies to hisown soul. We do not believe
Mr. Douglass thinks no when ho asseste it. lie
know.s4t is false.

PITTSBCI/011 RAILBOAII CCVTEIL—A `corres
pondent, who signs himself an •• Old Citizen of
Pittsburgh," has sent us a long article advancing
certain Triodes of bringing Railroads into thin
city, bridging the rirers, tic., which, no we nre
greatly cramped for room, we prefer to state in
fewer wen's, and yet give the substanee of his
reccomthondation. The writer ie opposed to the
Ohio and Penneydrania Railroad entering the city
by the Aqueduct route, and the centering of the
- Railroad burliness in the neighborhood of the Ca
nal Itnein, frOm the want °email in that region.
Hit plan is to
make the Ritilronil center at the
Point, And is stated by. himself no follows:
~.•
There is here betweeajiherly street and the
Allegheny river, below illiltbuiy street, thirteen
acres; and cast your eyes mil. the Allegheny and
view that broad expanse of low ground and the
unsightly ridge that riaesi close by and think you
that there'eatinot be any necessary quantity of
ground made on the (thio below the mouth of
the Allegheny. Now enppose you fill up this
place and which in fact would improve the navi
gation of the river by circumscribing its bounds
to the lame width as above and below, and build
sufficient Depots on either side of the Allegheny
to suit the business that may come here, and
bring all the Eastern roads into the eastern or
Pittsburgh Depots;and'all the Western roads in
to the Western Depots, awl unite them by a sub-;
stantial iron bridge of sufficient capacity to re
ceive two or three tracks, so that the different
roads could rt•ceivc'iod discharge freight on ei
ther side of the Allegheny no well as affording
access to the ()hie river from both depots.
t As togotting hero with your grades; the Ohie
end Penurylrani& Raifroad crosses Tremont
rtrect, by tho Heal° or 31cGowan's map, about
4100 feet from the cud of the proposed bridge
over, the Allegheny and it being about 3•500 feet
from the same point us Tremont street to the
level near the Federal street Depot. Now sup
pose that you deseewl at the same grade dealt
Tremont street that you do Federal street, you
get to the elevation of the proposed bridge nt the
Point, 83 feet above low water in the Allegheny,
200 feet from the west end of said bridge. The
distance. from the Point by Manchester to the.
Steubenville survey at the mouth of Cork's run I
by the aforesaid setae, is about 5000 feet. Sap- ;
pose noir you build a bridge over the Ohio at
Manchester 180 feet high and commence descend
ing at a grade of 50 feet to the mile at the cen
ter of the bridge and continue the mine. grade I
until;you reach the IC-el of the bridge' at the 1 ,
Point, you will be within no feet of said bridge.
Andes to injuring the harbor objectors, can
not be serious, tut if you adopt the locations you
advocatiOhe'present harbor will ,be likely to an-
wear all future purposes without'the Allegheny
find the improvenfents I advocate will increare
your harbor three fold, besides making business
to occupy it. The Allegheny is only navigable
part of the swoon by boats that have to pass un
der tho old bridge, and I can see no necessity of
raising this one any higher. Bat, say objectors.
thie may be right, bratTur plan will cost too much.
Aht I sue not certain of that. You estimate the
cost of the Ohio and Pennsylvania Railroad creel
sing at the aqueduct at .$200,000 and to bring
Steubenville road up yonder 'precipice from
Cork'a ran, and bridge over Wood's Mill and
Su* Mill -run to a point oppositethe Canal iti
