Then.wlmt shall be the legal position of Nc- •

torial Legislature shall be assembled and Terri
torial laws enacted t. Notoriously, " It is the
first step that costa," and that decides also.—
Given a place whereon to - stand," and Slavery
will have little difficulty in erecting its black
Juggernaut and starting its whole machinery.
Mr. Douglass qu'where affirms nor intimates that
Erection is to be the law until Slavery shall be,
expressly recognized and established ; he keeps
dark on this vital point ; but we know that Sin
' very has already, in defiance of the express inhi
bition of the.Missourf Compromise, planted its
outposts in Nebraska; and we ' hear that it has
chosen ono of its, eeivitora a Delegate to . Con-
groan. If such things are done in ostentatious
defiance of law, whatmay not be expected when
that law than be repealed and the inhibition I
withdrawn ! Missouri, ArkaMas. '.and even i
I Texas, adjoin or approach Nebriska, -- ividle no I
Free State but lowa, and that but thinly peopled

1 I can rationally doubt that the passage of - Doug- I
lad's bill will prompt an immediate and extensive I
migration of slaveholders to the new territory,'
fur the express purpose of fastening it forever
to the car of Bondage. They may take their I
chattels along at once, or leave them behind for
a 'Season, as they null deem expedient or safe ;
I but they will go as 3lrireholdersJo enbserve the
intereath of Slavery, and devote to politics and
I electioneering the time which other settlers must
} give to their clearings' and their crops, so that
one sleveholder will have more illaUenceiu organ
izing the Territory than half a dozen settlers who
live by' their own labor. But in truth no one
doubts that Nebraska will be a Slave State if Mr.
Douglas's bill passes, unless defeated by a popular
arousing -which shall compel a virtual or actual
repeal of 'the repudiating clause. Every thing
turns on the Isms which shall prevail in - the Ter

therein ; and he who talks of those settlers ma

laws which shall prevail prior to any legislation '

lensing words to conceal his purpose, and dark
ening counsel by juggelory and fraud.
NETiliksicA: BILL.—The Washington cor
respondent of the Baltimore American nape:
"The debate ea the'NebraSka bill in the Senate
will be much longer than heretofore anticipated.
Mr, Cass, although deprecating the agitation of
the subject, Will rote for the after making a
epeoch,in which. he will realiim his Nicholson
letter, and strike some heavy, blows at the pro
slavery men. It is stated that he will argue that
the Missouri Compromise is uncoroditutional,
and therefore ought to be repealed; and will can
that slavery cannot go into Nebniska COll
- until the territorial legislature shall
have positively legalized its introduction.
Thin will draw the Southern fire, and compel
,geutlemen from slaveholding States to enter the
debate. Chair,, Clayton, Norris, Bell. Foot;
'and Shields. ilia' believed, will also speak.
Col. Benton probably won't speak against the bill
i u the Mose- saye he is determined the respon
sibility for the repeal of the filisonri prohibition
shall rest upon the right shoulders; and tells
northern members that the South itself dictated
the terms of that compact, the South got 3ths
eouri and the tersitory south of 21) ,leg. no min.
the North obtained the prohibition of slavery
north of that line. Now, he says the South
must Mend to, their side of the • bargain if re
quired to ,de ad; but if the North wants to give
up what they got, the South can tLe blamed for
taking hack• the territory for slavery. Under
thoso eirmunstances, he nays, he waits to see
what the North wants.
This view alarms northern men, who had in
clined to go for the repeal; and there arc a few
of them shaking piteously in the wind.
