The proof M. this It finds In the WA that Dr. Carothers, at the union of 1851, voted for a bill permitting the este of liquor in quantities over 81 gallons, but prohibiting its tale in any less quantity. The history of that bill Is well known to Teta pomace men. When originally introduced into the Senate, it totally prohibited the sale of li quor, but in its progress through that body, an amendment was offered to authorize the sale of liquors in amounts exceeding 81 gallows. This amendment was laboriously and urgently press ed, but Dr. Carothers voted spinet it, through out; It was, however, finally adopted, and the question was then on the bill ae amended. Dr.. ,Carothers, although opposed to the amendment adopted, thought the amended bill was better than none at all, and voted for it, as did nearly all the Temperance men in the Senate. That vote, however, is net to be, and never before was, taken as indleating.his afproval of the 81 gal- lon notion. The Chronicle cannot ware Tem perance men with such stuff as that. The CAronicto also publishes the standing elan der that Dr. Carothers, during the session of 1854 "devoted his time to presenting petitions for the repeal of the Ten floor hsw." Originally sppotrited by. a State Conven tion, to the arduous duties that have devolved upon toe; equally-divided between the Eastern, Central, and Western portions of the State; some of no Dametrats, and some Whigs; some Sons of Temperance, and come not; some Layman and some Clergymen; some Methodists, some Bap tists, some rreebyteriane, &a , and yet all per fectly united in our principles, pm featly harmo nious in our action; we have than been enabled to demonstrate, alike to friends and enemies, that the cause of Temperance is one and Indivis ible; that it is not a lccal bat a young canoe; that it ie above sect; that it is above party; that the evil to be removed ie a common- evil; that the object to be obtained is a common good; in short, that this canoe, which is nothing more nor lees than opposition to Intemperance and all its horrible results, is the cause of numaerry itself! In their first Address, June 15th, 1851, it was thoUght proper by your Committee, se tho bads of their motion, to lay down a few simple and general prineiples, I. That It is In the power of the State to -de stroy the corruption, to alleviate the misery, to avoid the Insanity. to 'educe the taxes, to &mix,. lob the pauperism, and to prevent the crime that is acknowledged on every hand, to be the result of the hydra-headed evil of Intemperance. IL That the power to destroy this evil implies the obligation to do it; and that this obligation rests on the VOTERS; who make the legislators, who make the laws. 111. That nothing bat law can aura the evil.— Moral erasion bee been tried, and it has been found wanting. The licence system hen been tried, until the whole head it sick, and the whole heart of the Commonwealth is faint with the abomination. Petitions have been tried until the utmost power of petition bee been exhaust ed. IV. That the law we want is founded on the principle of Prohibition, viz: 1. Intoxicating liquors, as a beverage, shall not be sold at all. 2. They shall be sold for medicinal, me chanical, and sacramental purposes, and no oth at. They. shall be confiscated and destroyed when kept for sale unlawfully. V. That this law is no longer an experiment. It has been enacted in the States of Maine, Ver mont, Massachusetts, and Rhode Island; its con stitutionality has stood the test of the Supreme Court of the United States. Since the commit tee Issued their first address the State of Michi gan has adopted the law by a majority of twenty thousand. VI. That in looking out our fellow-citizens for the election of members of the Legislature to give such a law to the State of Pennsylvania, we wqpid consider the question at issue, as alto , gather above party. Instead of appealing to one party, we would appeal to.tbe good men of all parties. We said, "if of two candidates. the Democrat is in favor of Prohibition, and the Whig opposed, vote for the Democrat . if the Whig is in favor, and the Democrat opposed, vote for the Whig;" and we may say so again. VII. That the eingle ground on which we ask the vote of our fellow-citizens for such a lair, is Its 11101131IITT. Prohibition is the only thing left by which to remove the evil. Let us try it. VIII. That the Mum between us and our oppo nents was this. They must have the profits of pauper making, and the State must bear the ex pense: and that on this Issue we were willing to mast them before the people. It is worthy of remark, that although more than one hundred and fifty thousand copies of our .first address have been distributed in various forme through the Commonwealth, wo have yet to learn that a tingle one of the positions we have taken has been overthrown. So far as ar gument is concerned on the part of our oppo nents, their cue has gone by default. In vain have they appealed to parties. The leaders know better. They lariat therefore continue to fight as they have thus far done, in the dark, by bribery, by eorraption, and treachery; but the day - will declare is. Those who have put their hand to the plow in this matter, are not the men to look back. Parties must do the work of the people, or they will cease to exist. Politicians must do the same, or abide the consequences. The occasion of this second address, fellow cltitens, from the State Central Committee, le the altered condition of things within the last few months. Standing as we do at the centre of thi/ movement, and as hermit men who have no motive whatever to deceive you in the premises, take our word for it, that the cause of temper &nu, just at this protect time in Pennsylvania, is interesting and prosperous, beyond all prece dent. It Myatt important to the efficiency of the action, that our friends throughout the State should understand each other, and know exactly what this position N. The ominous silence of the party press la a policy as skillful as it is deadly. Their sinister entreaties "not to throw away votes on doubtful issues," wo fear a thou sand fold more than their open opposition. The game now is, if possible, to hoodwink the peo ple and prevent them from knowing their own power: Immune upheavinegs of the masses, whose five, eight and on one occasion mote than ten thousand temperance men hose been in onus oil, and whose tread has been like an earthquake, they have as completely and positively ignored lee if there had never beenisny such assemblages in PennsYlvanta at all ! It Is as easy for them to see as It is for us, that the whole State, from Its centre to its circumference, Is just now ripe' for revolution. It Is oily for her to know her power, and she will exercise It. It 'sooty for her to exercise it, and a law will go forth this come log winter from Harrisburgh, that will be hailed by the people with shouts of joy, as a law from that quarter was never hailed before.
