After a debate, between /Imre. Bayard and
Miller, the resolutions to regard to the Busy

Houma—The House connarred to the Senate
,amendments to the bill relating to locations of
Lands in Oregon, under the donation Oct.
A message was received from the President
covering a report from the Secretary of State, in
relation to negotiations pending between this
government and that of Great Britain, on the
;subject of the Fisheries, and of the reciprocal
navigation of the Si. Lawrence, and the canals
connected with it. The Secretary says it bas
been here perceived, with satisfaction, that the
government of England is prepared to enter in
to an arrangement for the admission of the Uni
ted States to a fall participation in the public
fisheries on the coasts and chores of the Prorin•
eec, with the exception, at present, of .New
Foundlind, and is the right of drying and oar
ing fish on the shore, on condition of the admis
sion, duty free, into the markets of the United
State, of the products of the colonial fisheries;
similar privileges, on the like conditions, to be
reciprocally enjoyed by Britiso eubjects on the
coasts and shores of the United `States. And It
ls now also underetood thstahodisitiala govern
ment Is deslrotte, imeoncert with the provineee,
to come to an agreement with.ths United States
for reolproall free trade with' the provinces in
certain national producitions and that the free
navigation of the river tit Lawrence and the
Welland canal would be ecnceded as part of the
arrangement.
The Secretary of State recommends that Con•

that the fishermen of the U. States be freely ad
mitted to a foil participation-in the provincial
fisheries.

territorial government, the territory to be com
peted of all that portion of Oregon lying south
of 49 deg. north latitude and north of the Col
walla river from - Its mouth, to where the 46th
deg. north latitude oroeses said river, thence

Mountains.

The Committee next took up the bill to estab
lush the Territorial government of Nebraska.
