President, Managers and Chief Engineer of the Allegheny Valley Railroad, will start thin [Monday] morning on a tour along the line of the road to the New York State lints—holding meetings on the route, a was announced early last week. This will afford an opportunity to any of the friends of the road to make an in teresting tour through that healthy and pictur esque Talley, and it will give them and the pc:- pito along the line, a fine opportunity of confer ring together as to the bpst measures to be adop ted for the prosperity of the enterprise. The meetings of the Beard will he as fol lows At Freeport on the 23d At Kittanning on the 24th and 26th. At Clarion on the ffoth and 27th At Brookville muthe 214th. At Bridgeway on the 30th. Atfiznithport on the Slat and let of September. At the log named place it ie expected that they will be joined by the officers of the Pitta• burgh and Rochester Railroad, which road will meet the Allegheny road at the State line. We a•e informed that that company have overcome all their difficulties respecting their route, and are now prepared to unite cordially with their friends of Pennsylvania In making their, two roads form ono direct and contionous road from Pittiburgh to Rochester. This is very impor tant and encouraging newt. A direct intercourse by railroad between the valley of the Allegheny, with its exhaustless stores of iron, coal, lumber and lime, and the rich and populous valley of the Genesee, with its plaster, Is a consummation the valise of which cannot be estimated. But in addition to that, thin Rochester road will. place. Pittsburgh and Western Pennsylvania in direct communication with all Western and Northern New York, Canada, Lake Ontario and the St Lawrence river.: if the Allegheny Valley Bond had no e other connection than this, it would fully warrant its construction. As to the profitsblenets of this read to the stockholders, when completed, there can be no queetion whetever„when it is considered that in addition to a very large local business, it will be one of the moot direct and important avenues between the north-eastern and south-western sections of the country. The Ohio and Penn sylvania Railroad, although not yet completed— only having been opened no far as Wooster a few days ago—now pays awn per cent. upon the cost of its construction. It Is perfectly reasonable, therefore to expect that whin completed to Crest line, where it will inttreect roads leading to CM• cinuati, Indianapolis, die., it will pay at least 9 per cent. This will leave three per cent. clear profit to the cities of Pittsburgh and Allegheny upon the amount of stock held by them in this road, after paying the Interest upon their eix per cent. bonds. 8o we MO that their subscrip-, Lion was a meet excellent Imeinees operation In itielf, apart from the great benefit which this road confers upon them; for not One dollar has been paid out of their treasuries on account of these subscriptions, and never will be, unless the road should prove a failure—adhing now regar ded as entirely out of the question. And yet the Ohio and Pennsylvania Road hu e not, and never will have any thing like the amount of heavy freight that the Allegheny Val ley Road .wilrhave; and it has to contend with the great New York and Erie wades a cermpeti tor, while the Allegheny road will he the great south-western branch of that road, uniting it with the Ohio river• and numeroue western railroads at Pittsburgh.' In fact the more we look at the suideot—viewing it in reference to the rich min eral region through which it will pass, or ex tending the view further, and seeing It as one of the principal links which will unite the great net work of railroads ofNewYorkand the New Eng land States, with the sUlrgreitter system which .Is rapidly stretching titer the West and South- West—we feel fully persuaded that It will be no sooner completed than It will be occupied with trade and travel to its utmost capacity. A few years ago the , project of carrying a railroad from the Holton river, near the city of New Yerk, 960 miles, theough the rough region lying along the southern line of that State, to the little village of Dunkirk on Lake Erie, was laughed at as wild and chimerical. Yet what do we see nowt That road Is finished. It cost nearly twenty-four millions of dollars, because It had to =mount enormous difficulties; yet It le one of the best•paying roads In the world, and eo vast is the trade and travel upon It that the Company are now engaged Inlaying down a second track with all possible expedition. And they even talk of laying a Third track on a gait of it—two for freight and one for passengers. This is thit road of which the Allegheny Valley road will form the great South-western breach or extension. It Is proposed to construct a railroad from this city to Eris, through Beater, Lawrence, Mercer, Crawford and ,Erte counties. It will be a wry valuable road to those commits and to the cities of Pittsburgh and Erie. and will doubtless do 1, flue business; but as a great mime of trade and travel it bears no comparison-withlbe Alle gheny Valley road. Our only • object In men tioning this road la this connection is to point to the noble and-generous spirit of the people (albs counties we have maned. We believe that they hays all resolved to peke liberal goat- ,r. =:S+.w^'Y ~... =.^..5.;.'{:k.i;3.:.w'' app; j1.Fi1.." EMM= ty embacriptionp to aid In the work. No fear bat that road will pay six per cent MEM Now sapposs the county of Allegheny should subscribe $600,000 in bonds to tim Allegheny road, and Armstrong say $200,000. While the work is going on, the interest on the hopde would be paid by the Company. And then sup pose—as the beet informed and coolest heads do enappoee--that when completed to its New York connections, it will pay dividends of 9 per cent, at the very jeast,'it would leave a clear profit to those counties of 2 per cent. upon the amount of their stook, after paying the interest on their bonds—thtie: Allegheny, 2 per cent. on $600,000 $12,000 Armstrong, 2 " " " 200,000 4,000 Is not that a good operation, especially when taken in connection with the immense benefits which tho road will confer upon the people and property of those counties? But the dividends of that road are far more likely to- exceed than to fall abort of 8 per cent. We might puree. the subject farther; butAtir anima forbids. We hope to be able to announce, on the return of the officers of the road, that all difficulty about means is over. We give thismorning, by request, the reply of the Canal Commissioners, to the statement of the B3ard of Managers of tho Pennsylvania Railroad Company, published by us Saturday, relative to the carrying of passengers on the Columbia Railroad. This Important but unfor tunate controversy will attract much attention, and we think It would be well for the eitilenn of the State to make themselves as well informed to possible on to ite merits. We still adhere to the views we expreesed on Saturday. The Cleveland papers of Saturday contain Do particulars of the loan of the steamer Atlantic, other than those we received by telegraph.— The surviving pamengers, on reaching Buffalo. passed a warm vote of thank, to the Captain and crew of the propeller Ogdenaborg, for their noble exertions in saving their lives. W.,141,10T0N, Aug. 18, 1852. The Dehe of Texas, and the Liabitity of the United States—Hon. 1,. harrotet—.4l.. dial* Faith Cicero. in a spirit of ardent e,..th for information, enquired of Cetiline bow tang he intended to abuse the patience of his immaterial colleagues, by continuing his designs upon the peace of Rome, he supposed he had instanced taco of Imprudence that saver could be, as it Never had boon; paralleled in human history. Bet the coolness of the speculators in Texan bonds quite outshine the audacity of the Roman ems- Spinster. They hare at length mustered up braes Sufficient to demand of Congress payment of the entire amount of Texan script held by them, prin• Opal and interest, of every species, variety, noel hoe, but chiefly red-dog and wild-cat. And not eoly have they had the fac-e to file this request In black and white, but principally in black; but a committee of the Senate has been found liberal enough . to grant their petition. Yesterday the Committee on Finance reported a bill for the beau of stock at thirty years, with interest at five pee cent. to the amount of 103,320,000 for the satisfaction of these Texan creditors. David said, perhaps it was Solomon, there was nothing new under the sun. These are faster times than he lived in; for this proposition in something new. Only two years ago the compromise schemes opened the flood-gates of political in iquity and personal corrnption. And prominent among the schemes of profligacy to which that era gave birth, was the donation of ten millions of dollars to Texas in pretended payment for about 15000 square miles of land to which the previous title of the flatted States was "clear and unquestionable." But soft-shelled WlWl miens bolted the swindle by allowing them- Belem to be gulled into the belief that Tow would allow as to pay out of that ten millions the two or three millions for which the revenues from imports were said to be pledged. I ex posed the whole project in your paper at the time, and showed that if we assumed one cent of the debt, we should end by paying the whole, and that end is coming sooner than I bargained for. This bill is the beginning of tho end afore said. We withheld floe of thb ton millione in the treasury. until the holders of the Texas revenue debt should flle redeem, leaving to Texas to de termine among her creditors which of them wore entitled to be thus provided for out of thereseev ed half of her so-called indemnity. The result foreseen by all men of serum, and foretold by all honest men, has arrived. The revenue creditors have got ouradmiselon of liability; that is all they wanted. Texas almost repudiates their claims, and cuts them down from an estimate of from two to four millions to less than $700,000. The creditors accordingly wont file the releases, and a two-edged clamour instantly assails the gates of the treasury. Texas bawls, give cut that flee millions, the creditors scram give our dues to the last penny; neither cares about the other. bet both know that Uncle Sam is rich, is in a trap, and will bleed profusely to get out, so they bait and badger hica 4 A long wrangle will take place over the eight million bill, but it will in the moan time all the balance of the debt, es timated atiekont eight Millienamore, is coming in with claims precisely as valid. That was based open the proceeds of land sales in Texas. Texas pretends to have ceded a part of her pub lio lands to the United States, consequently the United Staten have taken away the heals of the debt and the source of credit, oorieequently the United States must pay these holders too. All very logical, and very false, but it will prevail in the end. non.
