he meant to charge him with ,fsisehood.

and so, prthisely whit Brown had said, then it
was false.' This waa to very nes; the lie direct
that GO. Brown felt it incumbent upon his ,thi

him a pretty forcible blow under the lug of the
ear. Wilcox returned the civility with promp

through his close let teeth, that Brown was •

present moment, while we mill enjoyed the
blessings of pence, was favorable for so organi
-1 tingthe undisciplined valor of ; the country that
they might resist to the greaten advantage the
trained armies of anlnvader. Thd noble Lord
then peened on, after .warning the exiles assem
bled in thle country that the Glovernment'wourd
not tolerate. any attempt on their part against
foreign Powers, to She commercial policy which
it was his intention to pursue, and expressed
hie approval of the principle of the Medina
I tariff, rather than that of the free trade system
adopted by the late Sir Robert Peal. But
though this was hie opinion, he thought the
question could only he satisfactorily solved by
a reference to the clearly expressed opin
ion of -the intelligent portion of the commu
nity.
Mug therefore in a minority, certainly in
one, - ainl perhaps in both-'sinuses, on the policy
of freArade, and not wishing to interrupt for
any length of time the deliberation of tie Leg
islature at this critical period, '.he ehould throw
himself on the forbearance of his opponents and
the indulgence_of , ..his friends, and, contention
himself with humble labors, 'such as meastiree of
legal and educational reform; he should refrain
from entering for the present on the question of
a duty on corn, nine driven to deparefrom the

reform proposed by . Lord John Itdasell. which
he characterlxectas an indefinite plan for onset

began by exciting 'the country, and finished by

bad-heard indeed that this scheme of from
)sltise refoins was to qe - combiped with one for
enortneguay improving the education of the
courary, though he could not quite see the con
;anion between the two subjects; and for this
reason ho begged distinctly to state that by edu
cation he did not mean the mere acqairement of
knowledge or the developement; of the intellec
tual facilities, bat :that education. which was
built on the basis of all knowledge—the study of
.the Scriptures.. Fat' the promotimPof such edu
-cation he relied with confidence on the enlight

To uphold the Chorchin iterintegrity was not
only the interest but the duty of Goverdment,
which, while it tolerated the religions faith of
other persuasions, was bound to extend . the in
finence of the Church of England, and to load it
every 'assistance in diffusing, through the land
the knowledge of divine troth.. The noble lord
then concluded his speech'by declaring that he
had. undertaken the teak of governing the coun
try, trusting to the blessing and guidance of
Providence, and that heahould have attained
. the , highest object of hie ambition if he advanced
in the slightest degree the objects of "peace on
earth, and good will among ,then," and If he
contributed to the "safety, honor, and welfare
'of oar Sovereign and her dominions." .
Earl Grey would.not attempt to enter at length
on the various topics discussed by Lord Darby,
but he could not help entering his pretest
against the inferences drawn by the noble earl
from a comparison between the American tariff
and oureystem of free trade. ffe motif also ex
press. his consternation at hearing that a tax
upon the food of the country was contemplated
by the Government.
After" some observations from Lord Derby,
who explained that he had distinctly said that
the question could only be solved by the intelli
gent portion of the community, and that it was
not the intention of the Government to make any
proposition on the subject tit present.
' Earl Grey expressed himself greatly relieved,
bat implored the noble earl not to keep the
country any long time in suspense on a matter
concerning which it had every right to have
early information.
EttriFitiwilliam regretted that Lord Grey,
Instead of taking a comprehensive view of Lord
Derby's Speech, had selected one particular to
pic, and that the moat ezeiting, for dinenasion
'and comment lle diffeVed altogether from
Lord Grey in the view he bad taken reapectiug
the effect of' a, moderate duty in raising the
price of corn in general, and declared that he
had beard Almon the whole of Lord Derby's
speech with considerable satisfaction. He was
elpecially glad to Lod that the noble earl was
prepared to resist the invasion of Constitutional
ri,gitte, fort( inch rights were continually at

munity would come to the opinion that it would
be better to live under a mild and tranquil des
