Both Houses of Congress have passed the
day In a rousing frolic on board the Steamer
Baltic.: The President and Cabinet, dpwarda
of two.hundred membera, the Mayor and City
Councils, and three oz'-four hundred private cit
izens of biath sexes composed the company of
guests. Speeches were made and toasts Were
drunk,' which will be duly reported. I have no
particular aversion to these occasional holidays.
We' are an eminently commeicial and maritime
nation; ;and I 'consider a tokinificent specimen
of our marine architecture, like thi &ship or the
Pennsylvania, worthy of the special attention of
. the National Legialiture,and of our Executive ru
lers. They are noble memorials of our enter ;
prise and prowess on the sea, as eucceesful bat
tles are of our valor upon land.
It is about ten years eines Congress treat
down to Annapolis !oth pleasure excursion, to
'Visit the new ship of the line, Delaware; and a
year or two later they paid a similar compliment
to the steamers Mississippi. and Missouri; aod:in
1544, again to the Princeton. So long as these
recreations from business do not betome no frt , -

they need not be objected to. The one bad fea
ture in this case is that the Baltic has been
brought around herb to assist in wheedling Con

day that E. hi. Stanton, Esq., of your Ctty, mud
lion. Reverdk Johnson, have been retained as
counsel for Mr. Yulee, in his conteeli for the tient
now ocoucied,by Mr. Mallorrjes Senator from
Florida. The case will be argued by these dis
tioguiehed lawyers, before the Select Committee
to which it has been referred, on the last Sat
urday of thie . month. 'Mr. Stanton has earned
a very high reputation by his various arguments
in the Bridge case, and by his general manage
ment of that remarkable canoe. It will be re
membered, that Tolee claims to have been rlec
tad, because he received twenty nine votes, in
tended as a compliment, with no votes for any'
other candidate. Twenty nine votes Wll9 not a
quorum, but Tales contends the bleak votes
ought to be counted for the purpose of making
a quorum. It is a new question, and its deci
sion will be Tooke. for with interest.
The letter of Gen. Butler will probably he
made public by her. Brackenridge, this week.

I send herewith a copy of the decree of the
Supreme Court for the removal or elevation of
the Wheeling Bridge. You will perceive there
' has - been a suggeation in Congress that this de-
Clean of the Court may be nullified by making
the bridge a poet route. That 'is quite on orig
inal notion, and upon the name principle thq
Hudson could bo bridged at New York, or thsi
Delaerare at Philadelphia. No each subversion%
of the authority , of the Supreme Court will bei

A rumor has been prevalent for two or three
days past that the amateur despot, Napoleon.
has tried his hand upon our Government, pre
paratory to a general crusade against republi
canism, by recalling the Minister of Fiance from
the United States. I havens doubt that there
le some foundation for the statement, though
what It is, precisely, it may not be easy now to
day.
.The reported cause is the iefosal of the
Government to allow a claim for about three
millions of dollars for the seinure .of French
brandies an 4 fancy goods imported into Califor
nia, when Mr. Collier was Collector. It is said
that there was undoubted illegality or irregu
larity In those importations, but that the saber
quent confiscation of the property was unau
thorized by the general practice of the Govern
ment, It ie farther currently reported that
Mr. Collier ordered the sale of the goods. for
storage,

The claim 'was originally for n much smaller
amount ; than three millions, but that it has been
