Mr. Shore made a brief - explanation of the
rule of conduct which had governed the Commit
tee in their recent appointments hitherto, tho'
the Councils were-Whig,the watchmen appointed
had been chiefly Democrats. The Committee
had determined to make a new rule, and had
appointed a majority . of Whig watchmen, though
there were eight or nine-Democrats still upon it.
The motion for adoption was put and Carried.

. The follotting communication from the ltfalror
was read
Mayolee Ornco, Purreutinan,
February 23d, 1852.
To the Sdeei and Cameos Caceres. •
Grtenswisr—L herewith respectfully--sub
mit the opinion of the lion. C. Darragh, on . the
relative rights and powers of the Mayor and
Police Committee, in the matter of the appoint
ment pf the night watch.
Tliff present position of affairs cannot long
axis/ without eenous consequences to the peace
and, good order of tbe•eity. A sense of duty
tharefere, induces me to any that I will present
no ohneacie to any measure that Councils in
their wisdom may. think 'proper to adopt, in
order to have an end put to this everlasting
inning between the Mayor and the PoliceCom
mlttee4. which. in my opinion is disgraceful to
one'City, and demoralizing in its tendency.
I elan not undertake to suggest to your hon.
orible body, last remedy to apply to this cam,
and I hope I shall be excused for saying, :that
L cannot recognize the appointments of the pres
ent-Police CLittiteittee.
Very! respectfully
• Your Obedient servant,
JOHN ii. GIITLIRIE. 111
The ophajon of Cornelius Darragh was then
read,l which, so far as we could understand it,
in substance, declared that the Mayor was one
power, and the Committee another, and that the
vote of neither could Control the.other.
The report of the Committee was then adopt
ed by a vote of eleven ayes; seven Days:
- Mr. Bruce, Chairman pf the Police Commit
tee,Stated that the comtnittee had never mid a
hard word to the Mayor, and none of them had
ever lost theirtemper, as had been the ease with
Mayor Guthrie. The Committee bad been re.
peatedly insulted in the Mayor's office, cud the
only reason.th which he could ascribe it was the
political biel Which was to be expected when
the committee consisted of Whigs and the Mayor
was a Democrat, "'Nilsen the candidates were
equally good, be confessed that the Committee
bad preferred Whigs, and when It was suggested
that same of those whom they had appointed
were unfit foiwatchmen, the Police Committee
had reconeidered their action.
After the transaction of ensue other bush:leas,
a fuEreport: of which we will give to-morsels,
the Council. adjourned.
