PITTSBURGH IGAZETTE
FROM virestalsorn :
teof , spoodence of the llttabotch Dolly Gextfo,l
WASUINGTON, Feb. 10, 1852.
The speeches of Senator's Clarke and Cue up
on the question of intervention hareexaited con
siderable curiosity. Mr. Clarke is said to rep
resent the views of Mr. Clay. He maintains the
doctrine of isolation in the affairs of the politi
cal world. This he contends has been our
cp for the last sixty years, and is yet milted to
our condition. However, this may be, there eau
be no doubt that our course will be in a great
measure determined by circumstances. Wash
ington decided against intervention in favor of
France, though she bad very great and peculiar
claims upon us. Congress decided against the
information of a defensive league in resistance of
the European powers, when John Quincy Adams
recommended the appointment of deputies to
the Congress of Panama in,1820; and Polk who
was very conspicuous in opposition to thexpro
jeet, urged upon Congress in eery strong terms
the policy of intervening for the protection of
Yucatan against both the Indians and :Mexi
co.. We intervened inthe Cale of Floridsoind
took possession of the country. We - would cer
tainly have intervened and occupied ;...ortisions,
but that interveptiou was rendered unnecessary
by the cession to up of the province. We inter
vened in the case of Greece, when threatened an
with annihilation from the overwheroing power of
the Yorke. And finally we intervened for the
protection .d annexation of Texas, nhen actual
war existed between her and Mexico, and — when
lirttleh diplomacy threetened,as was pretended,
to absorb her. With those examples, It is not
so perfectly clear tn. t our policy has been de
cidedly that not down by Washington bald! , pro
clamation and farewell address, and by cleffer.
ton in his ruinous apothegm of "friendship with
all nations, entangling alliances with none."
Urn the gvnerai principOo my mind is clear
that it is inexpedient for us to undertake to re,
deers the wrongs of injured uatlons, From ask
Mixt:act brie of justice and fair play; hot the
beet course emus to be for the present to leave
onrselves free to adopt precisely the course
our interests and the merits of particular
ease., as they arise, may seem to require. It
barely p.sible that we may be called upon,
at some net very distant day, to ihteTv4o

The scope of eltineral .easie - argument ap
peared In be that we must defend the great in
teefintional drutritte of non-interrention even by
an interposition against the oppressors of
ty in other countries. I eel:Leder iy of no im
portance erloteser, whether the resolution pass
or not, though t confess I should prefer to see
nothing said or done on the subject, because I
think our present position a good and safe one,
leasing us at liberty to net either wax.
The appointment of Mr Crampton, who has
for many seers' been Chief Secretary of the Le
vu Lure, to he litiister Plenipotentiary from
the British court at the Capital to this Oovern

prrniotions are altogether unusual and extraor

importance only to those it Paris, at St. Peters.
bomb, and perhaps at Vienna. These places
ere reserved for diplomatic veterans, who hare
gone through a due course of experience at En

est patronage of the crown. Mr. Crampton is
a very able man, and could receive no higher ac
knowledgement and reward of hie ability than
this promotion. lle will be formally received
by the President is his new capacity, on Thum

The vote Oti the Tariff yesterday was &scone
: aging. Mr. Welch, of Ohio, moved . Colileave
to bring in a bill similar to that proposed by
Senator : lames, of Rhode Island. Leavn was
refused, ayes 6th nays 10S. The direct ques
tion was 613 the mispension of then:ilea, and how
far the perflct conviction which every friend of
protection felt, that there Alas no chance of oh.
taining two thirds for that purpose, may have
contributed to the large preponderating vete
which the free traders mustered, 1 cannot tell.
But in candor 1 am kompelled to say that there
is little or no probability that this immense ma
jority of theirs be reduced, on this ;pee
tion curing the fleaent Congress.
The furious wee in Pennsylvania between the
Boehm..ere and ("?sites affords the greatest
amusement to the other candidates. The pro
ceedings of the recent meeting in Philadelphia
at which the rival home fought ant their qv:tor
te!, with co4o than the phrency of the Capulets
and Montm . men of another city and age., form a
most pathetic comedy. The majority of pri
vates seem to have been Cavemen, but the offi

declared the Buchanan delegates chosen, which
en enraged the bozo and sinew, that the mana
gers were fain tO.Oscape by the windows. The
coattails of the ti.hainsann were seveyed from
the trona, as lac made his undignified exit, and

WASHINGTON, Feb. 11
There was a very discreditable altercation is
the House to.day. between Mr. Giddings and
Mr. Stanley. In a dispute of thn character in
which they Immune engaged, it wee quite a mat
ter of indifference which got the better of the
other, though as Me. Giddings had the littoral':
tune to lose his temper curly in the affray, be
appeared to peculiar disadvantage, and came
out of it, perhaps., a little muddier than his an
tagonist.
It is stated on good authority that Mr. Cramp.
ton, thelato Charge and now full klinister, has
received instructions to carry out to its fulleet
extent, the Clayton and Bulwer treaty.. That
iv In say Great Britain will agree to abandon all
claims to Central America, to withdraw her
troops, her meddling political agents, and her
sheik police, by which eke hao' heretofore held
virtual possession of Sou Juan rind other points

acted upon iu good :faith, the mivslon of Mr.
Crampton will be flirtnucte both for kis -own
country audl.for mire, and the restoration of
harmony betkeen the two nations will be com
pinto.
Gen. Cass' speech the Senate on . interven
tion was a continue and highly diplomatic per
formance, and was in all respects far below the.

The fact iti, Gen. CMS has becoiso a good-deal

liberty in other countries, as- there is a little
more than they know how to manage to their

What will Louis Napoleon do to dazzle the
French, and keep up thevprestige of , bin name,

of a very unexpected expedient which the usurp

the Patriarchs of Syria and of Constantinople

considerable privileges belonging to it,up ic the
present time. Now Louis Fepoleon, stopping. for
ward as the defendar of catholicity--a position
eminently doe to Ids high character and Income-

restitution of the care of the tomb. The Sub- .

religious state of. Turkey. The Lear contem

that once splendid empire, and is aware that
any such lodgment of a European nation in Sy
ria might be troublesome and inconvenient to
him, when he comes into his property. This
matter has been made the subject of earnest
diplomatic controversy rat Constantinople be
tweets the French, English addßussian minis
ters, and the Sublime Porte. It is to curious
and interesting passage in the intrigues of the
day, though it can hardly be sopposed that any
serious complications can arise from it.
