ENGLAND.
Lord Palmerston, the British Secretary of For
eign Affairs has resigned. The Under Secretary,
Lord Stanley, has also tendered hie resignation.
Among the rumored causes of Lord Palmerston'.
resignation, Is the Cabinet difficulties on abstract
questions of the French revolution. The mys
tery, however; is not likely to be revealed be
fore the meeting of Parliament.
The London Times says it is understood that
the Bank of England has resolved to reduce the
rate of interest on Government securities until
the 16th of January, from 2} to 2 per cent.
A privy council was held at Windsor Castle
yesterday. The Queen appointed the Rt. lion.
Earl Granville to be one of Ler Majesty's prin
cipal Secretaries of State.
English fonds closed on the 24th at an ad
vance. Consols were quoted at N7Cpit7i. Ex
dividend foreign stocks generally, are firm. But
little is doing in American stocks and quotations
are nominally as before reported. A moderate
business wee doing in Railway shares, The
bullion in the bank of England had 'amounted to
L 17,444,1,00.
The iron houses of John Backley,-and Buchan
& Sweet, of Glasgow, have suspended payment.
Their liabilities are '70,000 pounds sterling.
Quarts & Sons, engaged in the Oporto
trade have also failed. Their liabilities ore 70,
000 pounds sterling.
The return of many of, the Irish Emigrants to
their native country is ittrseting considerable
attention in Ireland. It appears that their an
ticipations in regard to America have not, in
many Instances, been realized. The Irish, con
sequently, nre - etragratulating themselves upon
the event, and regard it es a ground of,hope for
the future.

The correspondent of the London (Rube, in
writing from Paris, on Friday morning, soya

the effect that some ministerial change will fol
low, and accompany the assumption of the gov
ernment, when pronounced legal by the vote of the
people. The Count de Montalambert is spoken
of as likely to form a part of the new Cabinet,
and the portfolio of public instruction will be
confined to him.

proved. The demand for coffee has - slacked,
owing to the season of the year, otherwise trade

presented, the Governor's veto message in refer
ence to the bill of last sessigps repealing a sec
tion of tha slaw law,..denying the use of prison
for the detention of fugitive slaves, which was
read: after which the bill coming again before
the Senate, on its final passage, it was lost—a
two-thirds vote being necessary to the passage
of the bill over the veto. The following is the

The Governor ban signed the resolution invit
ing Kossuth to Harrisburg, and deputised the

Washington with the same, and a letter of wel
come from the Governor.
The Governer has pied transmitted to the Sen
ate the preamble and resolutions of the Select
sad Common Council of Philadelphia, in rela
tion to Independence Square.
The Senate then adjourned upon a patriotic
rei:dation being offered by Mr. Fernon, in com
memoration of the day—the eighth of January:

MOVEMENTS OF KOSSUTH.

The Vermont Congressional Delegation wart
prevented to Kossuth today, and excellent
epeeches were made on both sides. Mehl to be
present at the anneal celebration . of the Jack
eon Democratic Association tonight, and will
make a speech.
It la now authoritatively understood that Hoy.
Kossuth leaves Witahingtou on Monday next for
Anspolls, from whence be will go to Harris
burg on Tueaday, and from thence - on the Thurs
day following, inPittaburgit, where he will spend
the remainder of the week.. He will probably
not arrive at 'Cincinnati until Wednesday fol.
and his movement from that point de-,
pends much on cireunisbuices. He is, however,
exceedingly anxious to Visit Illinois and Indians;
and, if possible, to go tol New:Orleans.
Some ten or twelve of the western members of
the Virginia Legislature icalled on Gov.Koseurth
Hat , morning, and exprevned their congratula
tions and sympathies. lA delegation from Vir
ginia also called upon hint, and through their
chairman, Mr. Hubbard, presented a series of
'revolutions, accompanied with a feeling and en
couraging eildress; and invited hiin to visit that
State. Gov. Kossuth replied briefly, thanking
them for their kindness and nympattly; and intl•
mating-Oat he would accept their invitation
;should he remain la the country long enough. He
was now under engagement to go west, as be
very much indeed desired to do, and would

v them of his purpose hereafter by letter.
An interview between Mr. Clay and Kossuth
will take place to-morrow, at the request of the
