Naw Tonic, Jan. 6-11 A. 51 The steamer Atlantic,,Captain West, arrival aE ftve o'clock yesterday afternoon. Her news is unimportant. The reception of M. Konnith in New York, is the theme of much comment in the English FRANCE. The ballotinp closed in Paris on Sunday evening, the Slut ultimo, amid complete tran quillity, and without undui excitement. The result of balloting in the twevle arondissements of Paris, was as follows : • Yes 1,776,000 No • 207,000 Numerous depiatatinns, repreeentinglhe trades end manufactories of Paris, beaded by 11. Lemornoix,on- Saturday presented an. address to the President of the Republic, expressive of their deep gratitude for the measures he had adopted. At Rouen, the votes were affirmative 28,000, negative 6810. At Lisle; affirmative 50,- 272, negative 1625. At AI:MOW, the Bishop, clergy, and the religious congregation voted openly in ,he affirmative. . The Paris correspondent of the London Times says, that in the arondissement oliParis, inhab ited more particularly by workmen, a majority for the President has been poled; while in those quarters inhabited by the noblesse, neutrality has been strongly - manifested. The working classes generally place strong hope in Louis Napoleon, believing that he is a Socialist iu the proper sense of the word; that be is already contemplating, and will shortly execute decrees, testifying his solicitude for them, and that be will apply doctrines that have their sympathies, and theories that will give them' material well being and cheap existence. The bourgeoise also believe that the advantages to them from the prolongation of the power of Louis Napoleon will be equally great The Bishop of Stratsbarg had addressed a letter to his• clergy, urging them to vote in the affirmative. M. de homey, Minister of the interior, commanded the attendance of the prin ters of Paris, and informed them that the in tention of the government was to prohibit the publication of any pamphlet of less than ten sheets, unless previously approved of. • Victor. liugn made his. escape into Belgium, by means of a false Passport. Bouts, Monday—S, P. M. • The knOwn result of the election gives 2,- 000,900 votes for, and 000,000 against • Louis Napoleon. A definite majority of .7,000,000 is expected for the President. General Cavaignao arrived in Paris en Satur day night, having been liberated that afternoon.' As the election is now over, the President thinks the time has arrived when he can with safety to • bimself set free the other generals; and a report was current that they were to be liberated. The latest accounts from Paris represent the President as continuing determined on propos ing the abolition of Omni duties. He also de signs making some experiments in the protec tion system. AUSTRIA. VIZNNA, Dec. 17 Letters, complaining of the dangerous sop• port given to political refugees in England, have been presented it the British Foreign Office by the representatives of Rims* Austria, and the German Confederation. On the 12th ult , a similar note was handed in to Lord Cowley at Frankfort. Austria will 'not heehaw to adopt measures which will make it inconvenient (or Englinkmen to travel in the Austrian;lates as lang as the past complaints of the I perial Government are not attended to in London and an organized communication between the revolutionary party in England and all the Continental States is carried on under the protection of the law. The English will have less cave of complaint, as the duration of the measure will depend upon themselves. A considerable sum of money, which had been forwarded to Ilungary by the London Itimiocrats has lathe into the hands of the Austrien Gov ernment- English travellers ere very closely watched. The Archduke Albert returned to Balla' and Perth to.take up the reins of government. Ile retains the title of Civil and Military Governor. EZIEErin Advices from Morocco state that the differ ences between the Emperor and the French are Tar from terminating. A letter from Gibraltar, Mader date of the 20th nit., states that the Em peror had refused to ratify the treaty; and he is now marching , toward Tangiers with an army of 40,000 men. With the ezcepHeu orate 7.00' men, thell,;ooCr troops composing the garrison at Rome t had signed affirmatively on the iititiou of the French .Presidency, mud the best discipline-prevailed among, them. The Republican Clots had divided that no movement could be attempted at pre- sent. The rope was highly pleased at the caurso of events in France. , LIVERPOOL MARKET. We yesterday noticed the fact, that a Mr. Thos. McCreary of this city had been arrested on the oathrof amen named Joseph C, Miller, charged with having abducted& colored girl namid Be ebe! Parker from West Nottingham, Chester co. Pa., As we elated at the time, the. tame girl was claimed by Mr. L. Schoolfield as his slave. The arrest was made on Wednesday, and at en examination before Mr. Shutt, the deputy war .den of the jail, Miller swore positively that the girl, who is about 17 years, had been living in his family all ber life. On the other hand, Mr. Schoolfield wan prepared to prove that the girl was his property, and had absconded from his service about four years since. That ascertain ing iherelhe was, Mr, McCreary proceeded to -the place;'and, as his agent, scoured the fugitive and brought her to this 0i1y.., At a subsequent bearing of the case before Josthe Pennington, on the same day, Mr. McCreary, the scouted, was held to bail to answer at s second examine lion on the 7th instant, and Mr. Miller was also required to give security in the sum of $3OO for his appearance as it witness, Messrs.
