Thin loan we have said was &paid. The in terest Ivan it is paid out of a different fund. Under the former state of things there was an annual charge on account of the public works of about $30,000 for expenses of Schuylkill Incli ned Plane. Now that is done away, and a charge of $24,000, being the interest upon this epeeist loan, is substituted. It is not apart of the State debt, in any proper eelise of the word. Yet in the above statement this loan of $400,- 000 is included, and thus the apparent reduction of the funded debt of the State is made to he only $858,478 54„ instead of $758,478 54..1 it ought to have been. You see the concootors of the foregoing statement kept back part of the truth, and thus rendered their statement the wont and meanest of falsehoods. And In order the more effscraally to gull and 'deceive the people, they induced John W. Hammond, a clerk in the Auditor General's office, to affix to it his signature, and the official' seal of that office. During the period emtraced in the first part of the above table, not a dollar was expended upon any new work or even permanent improvement; but-no sooner is Governor Johnston in office, than the credit of the State rises, and new work is .entered upon—lthe. work of which we have been speaking, and the completion of the North Branch Canal, towards which some two or three hundred thoimand dollars have been appropria ted and paid. Besides all this, the Tutoe of the State bonds run up some 20 per cent. under his , . administration, and over $659,000 of those bonds have been redeemed and cancelled. We see from all this, bow important it is to hare an honest and able man at the head.nf our 'State affairs. With all the difficulties which have surrounded him, in the fire of adverse Legislatures, under all the calumnies and misrepresentations of base and unscrupulous opponents, himourse has been onward and upward,' and he noir stamis before the people in the proud canscintumess of having done his duty. It is • fact, that no 'one' can bring a charge against Governor Johnston* off• Mal conduct without a resort to falsehood or misrepresentation. The last statement heirs spoken of we shall attend to thee time. Tim Ttatzs.—We desire m inspire confidence' and hope in the 'public mind, in view of the fu ture, now while busiuMs is so depressed, and' money,matters so etringent. The present pres sure came upon the country gradually, and did not 'find it disordered with a wide-spread mania for s'peenlation, as was the ease in 1837-88. This, while it cannot avert the pressure, distress, and prostration inseparable from our present tariff policy, irill•greatly mitigate the severity of the blow. The'publie mind Is now calm—at the for mer period it was wild with panic and alarm. This alone is minas for gratulation. It is to be hoped that' the American people, now that they feel for the third or fourth time the evil effects of inadequate protection, will speak to their representatives through the ballot box—which-, is the only langaage that can,,be belted amid the "noise andiconfusion" at Wash intim—and demand a restoration of the protec tive policy. The re-election of Governor John ston in Pennsylvania by a decided majority, will be a very potential voice, and could hardly fail to be followed by such a modification of the tar iff as would set our aniaerou.s industrial estab lishments once mare into fall and prosperous op eration. And the immediati effect of the tri umph of the tariff party in this State would be most ealutary, because it' would restore hope and confidence to a great degree, without which business cannot prosper. . You see, then, Whip, we are engaged in a noble cause— r not in a scramble for offices and_ epils--but in on effort to restore the country to prosperity, in which, if we succeed, our op ponents will be as much benefitted as ourselves. Apart-from the general Welfare, it is of no importance at all to ninety•nine out every hut- dred of the people whether Wm. F. Johnston or Wm. Bigler be the next Governor of Penn ffyivania ; or whether the party which restores prosperity to thecountrcalled 191 Ag or Dem, ocrat. But there are two fact which tad think aru beyond all cavil: First,. that our present tariff policy is ruining the country by draining It of the precious metals, by throwing many of our industrious citizens wholly or partially out of employment, and`by arresting that spirit of laudable enterprise which so happily and eaten sirelyfpreralled six or seven years ago. And the second fact is, that this injurious policy was introduced by the Locofoco party. Certainly so great en object is worth one day'S service from every Whig in the State. On no consideration ought a Single Whig, who has the physical strength to go to the election, to etoy , away.. As we proved Saturday, if we all darn out We caticarry the State by a large ma jority. Gordon, of the section boat Hudson, containleg $500.. Inman confessed to the crime, and the pocket book was subsequently found secreted in a 'pile of boards, $lO5 of the money missing.
