I would say, too, that thepeople on the Isthmus are all friendly to the utmost degree to the en terprise, and that large subscription of stook can be obtained by an authorisadjagent. I should mention that rich beds of iron exist here, and indications of silver ore apparent: Reports will be made on this subject ; a geo logical sizamination has been made, and such re searches as could be made, with our means, into the natural resources of the Isthmus. I would mention officially that I am convinced that Mr. Trastoor's operations on the Pacific hare been carried an with great seal and energy, and uoder great disadvantages. Mr. Temple states that Ms charts are excellent and perfectly reliable. I feel it a duty to state this, as so much has been circulated to his disadvantage. I think the surveying parties will get through their work by the end of this month, and WHIM, ready for transportation at Minutitan by the lEth May. Of the funds now remaining available here, there ore about $7,500 still in Tehuantepec, $5,700 here, and $3,000 still remaining in Vera Croyay $16,200 in all, which will be, I think, sufficient to pay the expenses of the parties, and I should think two thirds or three fourths their salaries. A call has been made in the Evansville Jour nal of the 18th instant for a contention to be held in Louisville in October next, without din 'Unction of party, for the purpose of devising ways and means to scours at the next session of Congress appropriations for the western rivers and harbors. It is stated in this connection by the Louisville Courier, ov private authority, that this movement has originated with several dis tinguished. western Democrats, who believe that such appropriations are 'strictly constitutional, and that the bill introduced by the Committee of Commerce at thelait session ought to have pass ed- We believe that the cams of the Democratic party in the West entertain the same opinions; but they have been so long in the habit of playing second fiddle to the abstractionists and the "or republicans" of tha Old Dominion, that we do not hope much from any measure they m y ly adopt for the ruivancementof River and Har bor bills. As long as they continue to act with men from whom they differ on one of the most important topics of the day; we can hardly ex pect from them very cordial co-operation in an effort of their description. One would suppose that tlusllica.go Conven tion might have brought the Democratic leaders to their senses. From the number and the par ty character of the iiadviduals who figured in that body, it was clear that the improvement of rivers and harbors must ultimately triumph over all party and political opposition. True it is that General Sass in declining his invitation on this occasion, "did not say a word" about river and harbor improvements; but there were other oliar tingnished Democrats who were not Co non com mittaL It was no longer to be denied that the people responded to the efforts that had been made by their representatives to procure the pas sage of the hills and that they condellined the executive interposition by which they had beta defeated. While on this subject, we will sajt a word or two on the objection of the Democrats to the bill of the last session on the score of itsl''enormous" appropriations. It will be remembered that for a series of years these bills had been regu larly vetoed by Mr. Tyler and Mr. Polk. The appropriation of the last session, therefore, if divided over the years during which; there were no appropriatious,would have made an average of less than half a million a year. But this was al together too much for the Democratic Senators, who wished to "draw the party lines deeper;" who yearned for the old "orthodox. republican ism"f—and who were alarmed by Mr. Ithett's de nunciations of, , the Democratic party for having gone over to dm doctrines of Mr. Clay and the Whigs. Thaathere was nothing substantial in the objection drawn from the amount of the ap propriation under the circumtnances, we may infer from the appropriations made for similar objects during General Jackson's administra tion. Some of our contemporaries are citing the the doctrines of the General on this subject; let them look a moment at the sums actually dis bursed in his time for these very ..unconstita tional" objects of expenditure, without meeting any Executive objection. Marcy when Secretary of Wart 1880 1831 1882 1833 1884 1836 1836 1837 Here it appears that for six years in succes sion, daring the administration of General Jack son, the appropriations for these improvements exceeded a million of dollars annually—and that for tiro years in succession they exceed ed one million eight hundred thousand dol lars. The last appropriation of this kind that escaped the kite of •'orthodox republicanism" with one of $50,000 in the year 1846. Six years have since elapsed, and instead of a million and a half of the good old Deniccratic" times of General Jackson, we have had 'just nothing a year.
