On the Ilth, the President of the United States
communicated to the IL S. Senate, in response
to a late resolution of that body, a correspon
dence between the Secretary of State and other
'Ministers of the Government, in relation to the
release of Louis Kossuth and his companions in
exile front their confinement in the Turkish do
minions and their removal to the United States.-
Among the correspondence is the following letter
from the Secretary of State to our Minister to
Constantinople:

By a despatch of my predecessor you' were
i structed to offer to the Sublime 'Porte to re
cites Mr. Kossuth and his companiOns on board
one of • the national ships of the United States to
convey them to this-country.
It would have been extremely gratifying to the
Government and the people of the United
if this proposition could have been at that time
accepted, but it is understood that its not having
been complied with by the Sublime Porte, did
nt arise from a wish on his Imperial Majesty's
port to-detain them, or from any unwillingness
that they should proceed to the United Staten,

of public policy or international of municipal re
lations of other Governments, not affecting the
rights of its own citizens; and while it has entire
confidence in the justice, and magnanimity, and
dignity of the Sublime Porte, yet, in a matter of
such nniveroalinterest ithopes that suggestions,
proceeding from no other motives than those of
friendship and respect for the Porte, a desire for
the continuance and perpetuity of its independ
ence and dignified position among the nations of
the earth, and a sentiment of commiseration fur
the Hungarian exiles, may be received by the
Porte in the same friendly spirit in which tHey
are offered, and that tug. growing good feeling
and increasing intercourse between the two DRY
ernments may he still further fostered and ex
tended, by a happy concurrence of opinion and
reciprocity of confidence upon this as upon all
other subjects. enmplionee with the wishea of
the Government and People of the United States
in - this respect will be regarded as g friendly
recognition of their intercession, and as a proof

This Government, jealous of its own territorial
rights. regarded with great respect and hearty
appobation the tinn and lofty position assumed
by his Imperial Majesty at that time, and so
proudly maintained under circumstances welt
calculated to inspire doubt, and againstdemands
urged with ouch gravity, and suppnrted'by no

A great attempt at revelutien, against the es
tiffiliehed authoritie. of a neighboring State.
with which the Sublime Porte was at peace. and
with which it ti-sired to preserve friendly relit
tinny, had only then been snppres,eil. The chief
actors in, that attempt had escaped into the obi
minions of the Porte. To permit them to re
main upon it. frontiers, where they might pro
ject new undertakings- against that State, and ,
into which : , if cireunist r anem linseed, they could
enter in army at any time, might well hare been
considered dangerous to both llovernments ; and
the Sublime Porte. while protecting them, might
certainly also prevent their occupying any such
position in Its own dominions, as 'tumid give just
cause of alarm to-neighboring and friendly taco.

also he rendered desirable by considerations of
convenience to the Sublime Porte itself, upon i
whose charity and generosity each numbers had
to suddenly become dependent.

It isnow more than a year since the last Hun
garian army surrendered, and the attempt at
revolution, and the establishment of an indepen
dent government, hi which they wore engaged,
were most sternly crushed by the united forces
of tap, of the greatest powers of Europe.
Their chief associate. , 'are, like themselves, in

exile or . they Inrie perished on the field, or an
the cairold, or by military execntion; thitir
cants are confiscated, their families dispersed,
and decry cantle, fortress, and city of Hungary
is in tltt:possession of the forces of Austria.—
They, therrisrives, by their desire to remove so
far from-the scene or their late conflict, declare

similar attempts, and wish only to he permitted
to withdraw themselves altogether from all Eu

vast interior of the United States. .

1. Thomas Ritchie, soon after he remousl.
from Richmond to -Washington City. was chosen
(with his partner) Printer to the XXIXtli Con
gress for which he received liberal prices and
out of which he made large profit!. We have
heard those profits (in n 11) stated as by book at
One Hundred and. Sixty Thousand Dollars.
2. That same Congress, containing& large ma- ,
jority of Mr. Ritchie's. political friends, after
full deliberation, abolished the old system of
electing Printera and enacted that the Public
Printing should thenceforth be given out by con-
tract in classes en the lowest bidders.
:1. Under this new system, Messrs, Wendell
and Van lienthuysen- of Albany obtained the
contract for all or most of tin Wiel i ng of the
XXXtit Congress, which they 'Executed and were
paid for according tri the terms of their contract
— . and nothing more.
4. Thomas Ritchie (now without a partner)
though two of his journeymen, Trenholm and
Belt, bid for 05,1 obtained ise contracts for most
of the Printing of the X. t Qongress. That
they did not secure was o ed by John T.
Towers, who has executed the work promptly
and acceptably, and has been paid according to
his contract: asking no more.
6: Mr. Ritchie and 6ia journeynien, baring
executed the printing of one recut Congrest,
must have known what they could do it for, and,
if they took it too low, deserve less: sympathy's
than almost any other bidder would: Bed it is
abundantly in evidence' before Congress that
their. bids were never made rirgoodfaith—that they
intended to bid low enough to secure the job at
all eveutsoeith the expectation that they would
have a majority . of friends in Congress who would
excuse therefrom their bargain and pay them at
such rnteras they should think fit. It is in evi
dence that the nominal contractors, Trenholta
and Belt, boasted, even' before they commenced
doing- the work, thatthey twould"make Congress
rick of - the contract system,' and declared that
''the old min (Ritchie) would have thejob if he
'had to take it one hundred thousand dollars low
erthan any &sly' else wools] hid for &c., &c.
In 'abort, the bids were not mode in good faith.
but to favor sinister design.s,. and the nominal
contractors, Trenholm and -Belt, were no con
tractors at all, but were ~cat'o.pawa of Ritchie,
their names being used only to enable Ritchie to
obtain the contract without giving security—

and with ruinous, inexcusable delays.., One year
after 3lr. Erthsiak's .first Patent Office Report
was transmitted to Cerigresa, the' copies ordered
by either House hadtiot Leen printed and deliv

work is not worth two-thirds as much as the spe
cimens pros ided by. Congress, and. which their
contract. 'binds Trenholnt ' pat and Ritchie to
equal. No copy of W.V.s:bank s second Patent

if any of them can reach the - people until they I
are at least one year old. Most of the work ha.

7. The late Congress, when it assembled, was
found lees favorable to Ritchie Ss Co, than had
been anticipated. They were ant -akin to mould
it to their purpose. Forthwith they began to
make orertures to Pales & Seaton, of the Nation
al Intelligencer fora union of their forces for a I
foray on the Treasury. Ritchie 8. Co. offered to
throw up their contract if Gales 'and Seaton's
friends (the Whip) would unite with theirs to
break up the contract system and divide the .
printing between the two concerns nt liberal pri
'cm This was pa.rively assented to by the In- I
telligencer, bet not ratified by Congress.
S. Wr. Ritchie sold out the binding part of hie
job at a handsome profit. Ile obtained $10;000, I
for one small jots which be ought to have done for
less than $.)00. sod which no fair computation
could 1,000 made worth $l,OOO. Considering the
poor paper lie has need and the cheapness ot
power-press work on long I:Lambent he musthave
made money by the President's Message and
Documents,Patent report aud other long numbers.
On some portions of the' work he has doubtless
lost; but on the whole we think he has paid his
way; and, at all events he' cannot Lave lost so
mach on the printing of the X-CTlst Congress
as he made on that of the XXIXth.
9. But suppose be 'lad lost—tan Congress
rightfully reimburse him' The Govertunent.is
contracting right and left, to the amount of mil
' lions of dollars per annum—the bids open
to every one, and the understanding dis
tinct and unequivocal—'Bid no, lower than
you con 'perform: for if • you obtain the con
tract and lose .by it, 'you most abide the con
sequences." The first case of extra compensa
tion to a contractor who says he has lost be his
job will prove a death-blow to the contract sys
tem and a liiattomless abyss for the public mo
ney. Men will thereafter bid anyway to secure
contracts and cull on Congress for extra allow-
MUM'S to save them from toes. Old contractors
who have lost by their jobs, or pretend they
have, will pour in their claims, all greedy and
backed by a good precedent If this claim is
paid, we see not how any can consistently be
refused hereafter.
10. In the face of all this, a majority of the
House has voted, and a majority of the Senate
evinced a readiness to vote, for a Joint Resolve
abrogating the Contract and giving tie. ,Ritchie
at least (fro hundred tioeisisnd do/Mere:tore than
he offered to do the work for. Pass this resolve
which was carried by 101; to 1O in the House.
and was taken up by 28 to '22 in the Senate, and
Ritchie's clear profit on the 'printing of the
late Congress colnd not be less than $150,000.
How has he deserved that money?
11. For the President's, message and docu
ments, part of which 10.400 copies were
printed by order of Congress, the price, accord
ing to Mr Itithie'e contract is $1,862., while at
the ratceawardetl to Mr. Ritchie by the joint res.
solution for his relief, the same works would
cost sls,tiOti„ or-more than Moe times as winch.
In fact, the talk of the "prices of 1810" at this
day is a gross deception. No orders of 50,000
and 100,000 copies..nor any such amount, were
given be Congress in 1819, nor for many years
afterward. Press-work on such long. numbers
can be en-rested at.this time for lees than half
its cost in 1819. The honest amyl° aid Mr.
Ritchie would be to vote him MlO muciiin addition
to his contract prices, or ascertain the precise
amount of his Into by his job, and pay that loss, I
though eye!, that would be wrong. lint the joint
resolve Which so nearly passed Congress would
leave him a clear profit of more than $lOO,OOO ,
by his job—we think It would reach $200,000.
Yet twenty-three Whigs in the House voted with
the great mass of the opposition to give him'!
“one-half the prices prescribed by tan joint
resolution of 1019 - -or more than twice the'
rates at which he bid for and obtained the work ! •

-Should this outrageous allowance, or anything
like it, he driven through the next Congress, we
trust nothine.lmore will be said of 'the Galphin
claim." That claim had on ancient and fish-like
savor, but this smells worse in iborigoronsyotith
