Several diplomatic changes are about to take
place here. M. Bois Le Compt is recalled and
a Monsieur with an unpronounceable name, will
succeed him as Minister of France. M. Dour
billion, Secretary of that Legation is ordered to
proceed to China. These changes are caused by
the general break up in Louis Napoleon's rela
tions with his political friends.
It is reported that Sir Henry L. Bulwer is
about to return to England for the benefit of his
health. i think it probable, however, that this
story-grows out of the fact that Lady Bawer is
upon the point of returning on account of failing
health. The Statesmen of England know too
well what belongs to her power and greatness to
change her diplomatic agents every time a new
ministry comes into administration at home.
Still the retirement of the Russell cabinet will
probably he a fortunate circumstance for us, for
Palmerston, the head of the Foreign Office, is
one of the most fussy, troublesome, and quarrel
some men who ever held that station. Lord Ab
erdeen who is likely to succeed him, is a moder
ate, dignified, and peaceable man who will avoid
those thousand petty disputes which have kept
the Government of his predecessor 'in a state of
severe belligerency with half of the world, since
Major llonneLson announces We purchase of
the Union establishment by him, in a card pub
lished in that paper this morning. Ile will take
possession on the 15th of April, one month hence

®_The Federal census of South Carolina has just
been rendered. The enumeration which has
been generally taken as authentic, giving two
hundred and eighty thousand free, and three
hundred and fifty nine thousand slaves, and
total of As hundred and thirty nine, was proba
bly the State census of 184i1. The true figures
are nearly as follows:—Whites, two hundred and
eighty four thousand ; free blacks, ten thousand:
slaves, three hundred and eighty three thousand;
total, six hundred and ninety seven tl2onaand.
This shown a preponderancy of one hundred and
thirteen thousand blocks over whites, nearly a
hundred thousand more slaves than white and
colored free men together. A nice State that to

The bill to revive the militia system, which had
been made the special onler, was taken up, and
rend in Committee of the Whole. • It Covered
iisty.three pages of bill paper, and was dreadfully
tedious. Like all the productions of Mr. Brindle,
its author. it. was highly diluted. and so weak
that the House, after bearing the iutlictiou of its
reading, indefinitely postponed its further con
sideration. • I hope the member t finnallcouting

In the Senatc y the Free Bobbing Bill occupied
the whole morning. After the first twenty-two
eections were adopted, the following proceedings
took place. I give them in full, vs the amend..
moots proposed and acted on relate to the taxa
tion under the bill.
Mr. Walker offered the. following new eee
tion
• 4 , That the public loan deposited by such per
son, or association, with the Auditor General' as
security for the circulating notes issued; shall pay
a tax of four and a half mills per annum, for the
use of the Commonwealth, on orery dollar of wad
loon, deposited as aforesaid, and be subject to the
ins now imposed, or that may hereafter be im
posed upon the public loans of this State. Such
ti shall be retained and deducted by the State
Treasurer nut of the semi-annual payment of in
terest upon such loan, and be sribject to the same
taxes which are now, or may hereafter be prorid
%;.l by law, taxing bank dividends"
Mr. Crabb moved to amend—to strike out the
section, and insert in lieu thereof the follow
ing
• •• That ii shall be the duty of the State Treas
urer, in paying the semi-annual interest on the
loan deposited -by virtue of this act, to deduct
therefrom, at the rate of three per cent. per
annum, on the amount of loan so deposited,
whirl, sum of three per cent. shall be held in
the Treasury, for the' benefit of the sinking
fond."
A long discussion sprang up on - the sub
ject of taxation between Messrs. Crabh, Mut:len
berg, Walker, Sanderson, and Forsyth.
The question being upon the amendment, as
offered by Mr. Crabb, tho fiyes and nays were

The jury in the case of young Pritchard, chary
