The Thirty. First Congress has ceased to be.—
It expired. not by constitutiontd limitation, lan
by legislative construction, at noon of this thy,
the 4th of March. It terminated in a way not
unexpected to me. as. respects the ltrines, ac
complished and left unfinished.- on Saturday
morning, nt the opening of the sitting, there
commenced a struggle between the majority who
desired to pass the Lill yf apprupriations for
River and Harbor iniprovemmits, and the minor
ity who avowed themselves determined to delimit
it by any means, and at any cost, which placed
in the greatest apparent hazard all the appro
priations required for the support of government
during the coming fiscal year, and in fact the
great mass of business of the whole sesbion.—
But resolute as both parties evidently were, nail
bitter no the contest became, I thought it would
result in the majority's yielding to the faction,
and en it proved. I described the progress of
the contention, in my last, from eleven o'clock.
yesterday forenoon, till nearly four this morn
ing. At about that hour, when Soule had finish
ed a speech l.f great length, Mr. Underwood,
whe seemed to lead the friend. of the bill at that
time,• - for Mr. Cloy had retired, yielded to the
solicitations of those almut him, and consented
to a motion to postpone the bill mull eighto'clock

expected that the oonteet would then begin over
the resolution proposing a donation of public
money to Thomas Ritchie and his confederates I
in the printing operation. But policy intervened.'
