committee hose had charge of this subject in the
Rhode Island Legislature, and have reported
that there is not time to consider it at the pres
ent session in Congress. They, however, recom
mend the passage of the following act:

this State as fugitives from service or labor.' It
shall he the duty of the Attorney General when
ever he ho informed that any inhabitant of this

of this Old Commonwealth, who have defeated
their powerful enemy on the Presidential ques

preferences as to a Presidential leader, for the
next campaigrtat their State Convention,in June.
This Convention ill be composed of delegates
fresh from the people's rants, and thus he well
prepared to speak the minds of their constit
uents on this important matter, There is not
much doubt as to the man of their choice Their

confidence and affections, and they think the time

THE POVERTY AND MISERY OF FRANCE.
We in this country arc often surprised at the
vascillating character of the French people—
one day potting down n Monarchy and rushing
into a Republic or Anarchy, and then, noun, cry
ing hosanna to on absolute prince. Our aston
ishment will cease, however, when we' consider
the awful degradation and poverty into which
that naturally cheerful and volatile people are
sunk. They rush into change because. they fear
no nearer evil. , than those they now endure, and
