ing the bids that might be made for the printing
Of the next Congress. I hear that 4 large num
ber 'Fero received from very respectable and
responsible men, atrates which abundantly *in
dientii the great reform made three yenta ago,
.when the contract system warsestablislied.. Rut
the loivest bids were found to have been put in
Boyd Handltoti, recently businesS.proprietor
and publisher of the Pennsylvanian, and John C.
Rives, pfildietor of the Washington Globe. They
were somewhat lower, as lam informed . , than
the rites r allowed for the same description of
work In the contract obtained
. by the agents of
Ritchie, the editor of the Union, and now held by
that person. Of course, nothing could more
conclusively demonstrate the contemptible shal
lowness of the reasons upon which he bases his
claims for a release from his deliberately assumed
obligations, and for higher pay. Mr. Hamilton
secures four of the five classes into which the
mass of the printing is divided. Printing is his
business—he 'knows what expenses and contin
gencies belong to iL He has, of course, fresh in
his mind the steady refusal of Congress to listen
to Ritchie's importunities for better terms. He
knows that he will be required to execute his
contract strictly otc in good faith, and In Gib'
knowledge of all these facts, he his taken it on
terms at least as low as those of the preceding
contract. Mr. Rives' position is well enough
known to preclude the necessity of any remarks
upon it. If is probable that he put in thebidort
which the contract has been awarded, by way of
n practical illustration of his belief that there
was no truth in the doleful representstiorisof the
present contractor of losses, sustained in the at
tempt to execute the work which he had under
taken to perform ; for Mr. Mites is known to be
well off, and not to need the profits which he
might expect front even a successful con
tract.
The Pubject of discussion iu the House today,
has been the eqablishment of a Board of Ac
counts, in other words a commission for the legal
investigation, by judicial forms, of elnims against
the govgriiment. The question - will be taken on the
bill on Monday next. The &moral object of the bill
in to provide a tribunal of high t, p, lability, for
the examination of all public claims, with diree-
tion to report their decision to Congress. I am
not quite clear that this is the best plan that
could be adopted for settling mach question*, but
am sure it must be better than the present one.
Any change must be for the better., I think I
may safely venture the assertion that, if you ex
cept some such monstrosities as the Galphin,
which have been perpetrated in moments of som
nolency. all the.claims ever passed upon by the
House, affirmatively or negatively, have not
amounted to the expenses of Congress while-en
gaged in the investigation. This fact alone is
sufficient to show the necessityof a reform. By
the roles of the House, two days in every week
ore Appropriated to private claims, and if they
not 00 occupied, the- members relieve their
cc. by adjourning over, and wasting

Judge Myers cOncluded the debate with an ex
cellent practical speech in which he otat'ed the re
.tilts which had followed from the operation of
the Tariff of 1816. The Judge ,, ,iias listened to
with great respect and attention. by the body of
the Senators and the ilarge audience who filled
the lobbies.' Ilia nettle is intimately edit - netted
with the Tariff and heis a worthydefeuder of the
principle of protection.
