PITTSBURGH "GAZETTE
IV/ism:rows, January 19, 1851.
I ' We had to day an exceedingly eloquent and
able eernton from Dr. Hawkes,,of New York, at
the Capitol, on the Union. I listened to it with
unalloyed pleasure, quite forgetting my objec
tions to political sermonising, while he .drew n
picture richly, but not inordinately colored, of the
I probable future of our republic. I think Inever
beard a discourse upon a subject of absorbing
political interest which avoided so skilfully alt
unpleasant allusions to the passions,'and exci .s
feelings which the contest in the sesulerirorld
has given rise to. At the end tic thf - sermon, one
of our lea ding!lawyers made - himself supremely
ridiculous, and no doubt greatly embarrassed the
reverend diviner - SY rising and proposing a vote
of thanks-M. — the eloquent' lecture to attach the
undid:l6 - e had jusflisteried. A more !nal akopos
Oic'currence• never took place on such an occa
sion.
The circular pledge, ot which I base several
times spoken as making the tour of both houses
of Congress, is pretty well ascertained to have
proceeded from the little conclave of seceding
Whigs, who defeated the election of Mr. Winth
rop as : Speaker of the House.
" Hark from. the Toombs! a doleful sound!"
should be the motto of the leaguers, .for it is en
" derstood that the Member of time tame drew up
the document, and set the ball.in motion. It
seems to be one of the most presumptuous move
ments ever set on foot at 'Wasnington, and if not
scornfully rebuked from other ' quarters would
lead to the complete establishment of a emigres-.
• sional dictatorship, secret and, stealthy in its pro
ceedings et thet The very idea of &Congression
al caucus assuming td determine who shall or
who shall not be voted for in their districts for
president and vice president, and even for mem
hers of succeeding Congresses, is a stretch of
arrogance, almost without parallel. It is said
that from forty to fifty Whigs have appended their
signatures,to it, and about , half a dozen Demo
crats. Foote, of Mississippi, of "Luse, leads the
faction of his own party in this movement. Next
comes the two Texan Senators, end the Speaker
of the House. Boyd, of Kentucky, also comes in.
Gen. Cpse declit, and so, in fact so fer, have
all the Northern emocrats. It. seems to be au
attempt to unite the parties, for the benefit of
some Southern aspirants, and this, I think, is the
secret of Sam Houston having signed it. The
regular Whigs of the North, who hard neither
allowed the integrity of their party feelings to
he impaired by participation in free soil organi
sations, nor by making a bigoted attachment to
what is called the compromise, the comer stone
of their faith, or the foundation of a new platform,
of course discard this. new test, and protest.
against its introduction among them. If it dose
.
' no hurt, it certainly can do no good.
To-morrow night the anniversary of the Colon
ization Society will be celebrated: Dim expected.
that Mr. Clay will make a speech in favor of the
line of African steamers for the transportation of .
the free blacks, and conditionally emancipated
slaves, to Liberia. When thin project was first
proposed, I regarded it only as a gigantic open:-
lation. lint I confess that my views in respect to '
it have undergone a material change. If ever
the interference of government in the concerns
of commerce can be justitied,l think it may be
for the attainment of a great political object like
that of restcaging the sum!us portions of the black
population of the United Suites to the country of
their ancestors. I do not express a decidedopin-
inn in favor of the plan, lint I say that the object
is deserving of the patronage and care of this
government 2 "
There will be souiething of a strufrgle in the
Senate over the Cheap Postage Bill, but it will
pane.
The opposition to the bill for the payment of
the French Spoliatiou.claims will be warm,.but I
think not sufficient to defeat it. 'Trulyit were-to.
be wished that a sense of justice, and a determi
nation to execute it. should pervade lioth House.
i
during the deliberations on this hill, for the ag,
and the amount of the Gin/ITN is such as to rer
a great many well mooning Members from tho
investigation of them.

Washington is beceming, quite a brisk little
place. A few days /ditto knows fire cent
puny from Philadelphia arrived- in town on a
visit to their friends of the fire deportment here.
Things went :on pleasantly axed creditably for a
short time, but ales, no rare nor prudence was
sufficient to suppress the flames of 'listen! depth
have been for a long time raging with the fiercest
.animosity between several of the mummies of
this city. They escorted their visitors during
the dny to the Presidential mansion, the hostile
clans being judiciously posted in front and rear
of the Philadelphians. But they accidentally,
came within arm's length of one' another at the
doors of the White House, and incontinently is
most ferneiown conflict immediately ensued. The
damages to eyes and noses was eonsiderable. not
to mention the reputation of the city, which mf
fern! far more irreparably. In the murk o'-the
day and following flight there were more riots of
the most disgraceful character. The Pniledel.
phis company was entertained'at Howl.
end from dinner adjourned to tlie•engine Louse, ,
in the near viciuity, fur supper. While at supper ,
a gang of fellows, said to belong , to one ut the
rival Washington compauies, assailed the house,
and during' the fight which followed, a pentOn
standing on the portico of Willnrd's Hotel. in no'
way concerned with either side, was shot in the
breast, and Inotteled so desperately that there
...emus' to he no hope of his recovery. I believe
the Philadelphia firemen itsk no part whatever
in these scenes of violence and disturbence.--
Nor did the atrocious conduct of the rioters stop
here, for last night the engine house belonging, to !
one of the connemies was burned to the ground, !
under circumstances that leave room for doubt
that it was net on fire by some .of
concerned in the previous outrages. Early this
morning I was awakened by the .glare of flunks
front n lelinieg building, and sprang up with the
pleaettnt Impression on My mind that the city
had been given over to conflugretien and pillage.
It turned out, however, that only a couple of
buildings an the Opposite side of the street lad
been consigned to this fate. The fire companies
having such serious affairs of their ovens to dis
pose of, paid but little attention to this trifle.—
Thi safety of two of the . principal hotels in the ,
place were intimately concerned, but the night ,
being still and ( rainy they were saved without
exertion.
tinderstond that the Pension Office has be
gun-to issue warrants under the law of 28th of
September last. They are very beautifully en-.
graved. It is nut probable, I learn, that the ,
Senate will pass the resolution from the House
making these warrants transferrable. I suppose,
therefore, the office will go on to issue them with
' all possible despatch.
' The joint committee of the House and Senate
have agreed to report a bill or resolution for the
relief of Itlchie, and to permit him to reap the
rewards of his fraudulent schemes to defeat end
ibreak up the contract system of doing the print
ing. The plan is to relente the nominal coutrac-
tors, the tools and entepswit of Riehie, and to
give to him, nos the real operator its the scheme,
awl the security of the former, fifty per tent. ,
less than the prices of 1819, which will be equi
valent to giving him a very large gratuity. The
venerable organist Inns been lobbying with the
intensest industry among the membere of both
Houses, and I presume that he has found that he
can muster the requisite strength to carry it. I
have only to say, let the people mark the men
who vote to sanction this green attempt to break
up the most salutary and economical system ever
adopted.
"Free farms for free men" continues to he the
cry, and the meaning of it appears to,he to take
from him who bath, no matter hew rightfully.
and to give to him who bath not, nn mutter how
undeservedly. I have just been looking over
Walker's speech upon this hobby, and find this
to be the essence end the so:distance of It. This
doctrine has evidently been paraded st this par
ticular time as the foundation of n !levitated rail:
ical..party. The very finst steps towards its
formation areerobbery and repudiation. For it
is ntobery moot rep:octane and unequivocal, to
strip the old Slates of their property in the new;
and it is repudiation of the debts of the govern
ment: to seine up"ora, for a foreign purpose, that
national domain which is already solemnly pletig.
ed toe the payment of the tuitional debt. It is
high time that those ode believe that oar na
tional honor requires the public faith to he kept
untarnished, should look to these propositions for
equandering.that valuable patrimony on which it
is received. I look upon Walker's bill for grant-
Mg the nattered ,domain, the .property of 'the
Clnion. - -ns but the ‘prelude to useriee of tuntsures
which will - result in throwing off the public debt,
sand indeed of all other government obligations.
