When the work was let, the competi tion for it was pi - tint. and the prices are low, re quiring industrious and enrefal management on the part of the contractors to enable them to complete their contracts. The distance is twenty-five mile,, and the rood is graded and bridged ot,nnee for a double track; all the streams being crossed with etone arches. On this part of the line there is a large amount of culvert masonry, and it was only by very urgent efforts during the autumn, that the contractor, were made to bring the work to its present stet of advancenr before the erttbig in or 'winter. The difficult undations are all in, and many of the arches are turned. The removal of the county road along the nor rows., was n measure not only necessary for the convenient construction of the Railroad, but also* essential to the safety of the public, atter the road iv constructed. With a first class Railroad, intended to run at speeds of at least thirty miles an hour, the control or the narrow pass between the rocks and the river was absolutely necessary, and, fortunately for the interests of both the company and the public, it has been oildnined. There are few passes so important as this to be found in the United States . ; and it is bilieved that the trade and travel upon this letct of the road will he so great as soon to requirle the con struction of a second track. The population of the twin eitie.• of Pittsburgh and Allegheny, with their sotto lA, has increased from 31,204, in 1840, to 83,954, in 1850 ; being an increase of 52.750, or. 169 per cent. in ten years. As a site for a great umnufacturing eity, Pittsburgh is without it parallel in the coun try. The Ohio and Pen.ylvania Rail Road s emphatically the Rail Road of Pittsburgh. It will bind her with links of iron to her best mtstomers. The droughts of sweater, the frosts of reinter, and the fogs of till sermons, which in terfere so much with her river trade, will find her Rail , Road ever ready to bring her customers promptly to her doors, and to convey their par chars speedily to their destination. Since the last annual report was made by your Board of Directors. the city of Cincinnati hoe undertaken the construction of the Ohio and Mis uissippi 'Railroad, which is intended to be a direct line from Cincinnati to St. Louis, by the way of Vineennei. This adds another reason to those before existing, for the curly construction of the cut-off line, frinn our: rived west of Wooster, by the way of Mount_Sernon. in Knox county, to connect with Cincinnati. The citizens of the counties through which that line will pass, now propose to make the connnection at Springfield. iu ('lark county, at the point where the Little Mi ami and Mud River Railroads connect, and from Which there will be two niternadve lines to Cincinnati. each eighty four miler long, the one by Xenia, find the other by Dayton and Hamilton. It is easy to see how much it is for the interest of Cincinnati that this connection should he mntle Her citizens fear the consequences of a direct line to St. Louis. passing an hundred miles to the north of them, and therefore they have un dertnken their western railroad. The proceeds of those bonds sere devoted to the grading and bridging of the road. Tho cities have since been restrict ed by law from Increasing their corporate in debtedness, so that no further subscription can he expect.' from them to the stock of our Com pany, and they cannot subscribe to any other road. It was not until after a full discussion of the relative merits of the various railroad pre. jeets to which their aid was solicited, that the two cities determined to aid the Ohio and Pennsyl vania Rail Road Company, and to become stock- ' holders - in it to the extent authorized by law. For additional stock subscriptions In these great centres of manufacturing industry, the Board must look to individual citizen. The Lnke Shore line on the north, lind the Baltimore nod Ohio Rail Road on the south, are pressing forward with great vigor, and Pittsburgh must nut lie second in the race. The whole state of Ohio teems with projects of rail roads and plonk roads, and new is the time to secure the best connections. Our line runs through the richest wheat fields of the west, and the two contiguous counties of Stark and Wayne, through which it passes, have raised, in the past Season, about three millions of bushels of wheat. The whole length of the Ohio and Pennsylva nia Rail Road will be 185 miles; extending from Pittsburgh, by Beaver, Salem, Canton, Massillon, Wooster, Loudonville, and Mansfield, to its point of intersection with the Cleveland, Columbus, and Cincinnati Railroad, at Crestline near Balion.— At this point it is expected that the Bellefontaine and Indiana, and the Ohio and Indiana Rail roads, will connect with our road, as the to pographical features of the country plainly Indi cate it as the most favorable point for the pur pose. The steepest grades upon the line are less than fifty feet per mile, the minimum ra dins of curvature is one thousand feet; and, up on its whole length, our road crosses no laige stream except the Big Beaver. The Eastern Division, extending from Pitts burgh to.the point of intersection with the Cleve land and IVelLvville Railroad at Alliance, is 81 miles long, and is under the immediate super vision of Edward Warner, Esq., as Resident En gineer. The Western Division, extending from Alliance to Crestline, is 104 miles long, and is to charge of Jesse R. Strang Esq„ as Resident Engineer. The whole road is superintended by the Chief Engineer, Solomon W. Roberts, Esq„ who has had charge of it from the commence ment of the undertaking. The Board are well satisfinl with the manner in which the duties of the Engineer Department bare been discharged; the gentlemen composing it have labored assid uously to promote the interests of the work; and plod order and attention to duty have charac terised the conduct of the Engineer Corps gen erally. As soon as tho Eastern Division of the rota completed, n continuous railroad communion elan will he effected between Pittaburgh, Cleve land, Columbus, and Cincinnati. It will require the completion of only 81 toilet of our road to accomplish Ohio object, by which Pittsburgh will he brought within six hones of Cleveland and eighteen hours of Cincinnati. Thin the Board expect to accomplish this year, and when done it will be certain to secure a large revenue to the Company. At the same time, it is intended to open the road to Masaillon, the most impor tant wheat mart on the Ohio Canal. Between Massillon and Wooster, twenty five miles, a large part of the grading and bridging is already completed, and the Board hope soon to be able to make arrangements for the superstrue tore ou this part of the line. West of Wooster the work is not yet under contract, because the local subscriptions req., ic ed to complete the grading.and bridging are not yet tilled. The amount remaining to be provid ed is not large, and from the active efforts now making to obtain it; the Board believe that they will be able to put the work under contract to the western terminus in the coming spring. The financial system adopted by the Board they believe to he the best that can be devised under the circumstances of the Company. It requires that the amount needed to grade and bridge the line shall be raised by local sub scriptions to the stock. so as to complete that part of the work without debt, and to make the road a domestic interest to be protected by those who are to be most directly benefitted by its construction. After a safe basis for credit has thus been mode, convertible bonds are issued :not sold by the Coinpany,. to procure the iron and equipments fur the road, to lay down the track, and bring it into use. By pursuing this course with caution and en ergy, a vast deal has been accomplished in the space of about two years, and the Board believe that a steady adherence to the samo policy will in a chart time bring the whole enterprise to n successful completion. Convertible bonds to the amount of one million of dollars have been negotiated, secured by a deed of trust upon the road from Pittsburgh. to Massillon. About half of these bonds were, disposed of in purchasing railroad iron, chairs, spikes, locomotives and cars, and the remaining half have recently been sold for cash, on highly favorable terms, by the house of Winslow, Lanier, Cn., of New York—the payments for which are ell to be mado by-the first of May next In viewing the present state of the work, the Board feel a sense of high satisfaction that so much has already been done towards the comple tion of the Ohio and Pennsylvania Railroad. Not only es a source of profit to the stockholders, but us a means of promoting the general good, they look upon it as one of tho most important public works in the country. Pennsylvania is the first manufacturing State, and Ohio the first agricul tural Stnte in the Union. These two great, pros perous, and thriving communities now contain about four millions and a half of people, and their population is rapidly increasing. Ton great extent, Ohio has been peopled from Pennsylvania, and when we reflect upon the innumerable com mercial and social ties which attract them to wards each other, we may form a faint idea of the amount of trade and travel which will hereafter swell the revenues of the Ohio and Pennsylvania Railroad. Estimates of the cost of the work, and a state ment of the financial condition of the company, exhibiting the receipts and expenditures for the various departments of the service, accompany this report.
