Satutdiiy morning the gianil jury, through Its foreman, II. P. Kingsbury, made Its llnal leport to court, and was discharged from further duty. A large number ot ttuo and Ignored bills were presented to the court and also a recom mendation with reference to a change In the law which confers power on al deimen and justices of the peace. The report of the Juiy was to the effect that 1,286 bills were presented to the Jury and of that number 1,023 weie Ignored, 087 of the ptosecutors In these cases falling to appear. Continuing, the report says: Wo would estimate the tosts which tho county will Iuimj to pa in cases of the most trivial nature, Included In the eaes jbove mentioned, at not less than telo thousand ($12 000) dollars We. therefore, .ecommend that steps vp taken to re strict magistrates. If possible, from tend ing to court such cases as are herein specified. Again, in some instances exor bitant costs are apparent even on the transcripts. Your grand jury hat made notes In a number of cases of this na tiue, some of which wo regard as repre hensible, which can bo submitted if re V'lrcd. Wo would also recommend that where costs are placed upon prosecutors who are responsible that a capias shall lasuo tor the same. We recommend that a committee of the bar be appointed to draft n bill to bo submitted to tho next legislature, chang ing tho system of committing persons charged with offences undei the criminal law. Wo suggest that a bill contain n piovlslon repealing all laws In this state giving juiisdlctlon to Justices of the peaco vid aldermen In criminal cases be passed, and providing for the appointment of committing magistrates learned In the law, in such manner as the legislating may see fit, to work under s-alary, with out compensation other than that provid ed as a salary. Dr. James McLeod, pastor of the First Presbyterian church, dellveicd a sermon yesterday morning on "Chtlst's Svmpathy with the Aflllcted," basing his remarks on Hebrews, 4:15" "For we havo not an high priest which cannot bo touched with the feel ing of our Infirmities; but vvns in all points tempted like as we are, yet with out sin." The three points to bo drawn fiom the text, Dr. Mcl.eod explained, nie: The slnlossness of Jesus; the sympathy of Jesus, and the temptations of Jesus fourth point, the priesthood of Jesus, can also be added, he said.
