THROUGHOUT CITY
Absence of Local Fights in the Strong Re
publican Wards Brought About the
Defeat of Evan R. Morris for
the Citu Controllership.

The new select council and board of
Kcliool control will have a majority of
Democrats. The common council con
tinues to be Republican. The Demo
crats gain one Belect councilman and
two school controllers. The Republi
cans gain two more members of com
mon council.
Both Chairman Chittenden and Chair
man Schadt were agreed on the causes
that led to the Democratic victory. In
the Democratic strongholds the voters
wore Induced to fact: the unnroDltloua
elements by interest In hot local fights.
In the Republican strongholds the:e
were, for the most part, no local COn
tCHtS, For Instance, in the Third, Twelfth
and Eighteenth wards, where there arc,
nil told, li'ss than a score of Republi
cans, the Democrats were fairly at one
another's throats. In the Fourth, Fifth,
Ninth, Thirteenth, Fifteenth and Sev
enteenth wards there was absolutely no
ipposltlon whatever to the Republican
ward and district candidates.
That this was not wholly accidental,
Is indicated by the fact that D. J.
Campbell, who was the Democrat nomi
nee for the speculative office of poor
1 director, publicly withdrew his name,
for no purpose other than forestalling
a contest that would have a tendency
to bring out the big Republican vote
In the wards comprising the district in
which he was to run.
The weather had not a little to do
with Sir. Morris defeat. On a fair day
thu voters would likely come out with
out the incentive of a local fight, for
Mr. Morris is personally popular and
not wanting In as much as a single
political weakness. It was blmnly a
case of luck being with the enemy.
Yesterday's election was the first in
which the ballots were not numbered,
and the voter, himself, was permitted,
or rather required, to place his ballot in
the box, Instead or having the election
officers do It for him. This Innovation
unquestionably accomplishes its pur
pose, the absolute seciccy of the bal
lot, but, according to the views of some
of the politicians, It opens up a wide
door for fraud, by reason of the fact
Hint the numbering of the ballots being
done away with, contests are practic
ally done away with. In a district, for
instance, which has an election board
composed of all Republicans or all
Democrats, which Is not uncommon,
oven in Scranton, the party workers
could be permitted to vote any and
everybody, without much fear of ever
being detected. Once the ballot gets
into the box it Is there to stay, for
there Is no way of ever afterward
identifying it. The returns from sev
eral Democratic districts in which there
were no contests and In which the
boards were all of the one faith, would
tend to Indicate that this "open door"
had been discovered and, at least,
piened through.
In the wards comprising the old
North nnd Middle wards of Scranton
borough, the returns in some instances
show votes for two Republicans. This
is accounted for by the fact that by a
mistake Mr. Brooks and Mr. Fuller, of
the Middle and North wards, respect
ively, were certified as tho candidates
of the North nnd Middln wards ie
pjiectlvely. Republicans who contented
themselves with a cross in the circle
voted for the wrong man. The votes
regularly received by either were cast
hy means of stickers or written inser
tions, CONFUSION OVER BALLOTS.
There was confusion galore nil
through the county as a result of dr
icctlvo ballots. Either The Tribune or
Republican or both bus printed the bal
lots, heretofore, and never was theie
heard as much as a single complaint.
The Tribune has a record or never hav
ing made an error, clerical, typographi
cal or otherwise In any ballot that it
inn printed. This year, County Con
troller Jones decided to award the con
tract to competition. Tho lowest bid
der wns The Times. Its bid was $9,75
per thousand, while that or The Trib
une and Republican was $11 per thous.

as a consequence tho election In nt
Hast one municipality Is invalid, or at
least can bo Invalidated If any one
cures to contest It.
This municipality b Lackawanna
township whero a now form of gov
ernment, Is being Installed. The bal
lots for the South nnd Southeast dis
tricts were so faulty that they could
not be used and at an early morning
hour the county commissioners had to
set about tho task of providing new
ballots. It was 2:30 o'clock p. jn be
fore tho new ballots could bo printed
nnd delivered. In tho meantime, the
voters of these districts hud to stand
around nnd wait.
In Mnylleld, tho Democratlo school
controller and councllmun, for one of
tho wards were printed in the same
l?roup. The commissioners gave In
Btructlons that the councilman's name
should bo scratched out, and that any
one who wanted to vote for him, should
write the name In the extra column.
The ballots for the Fifteenth ward,
First and Second districts, were all
askew, but the Judge of election dls
covered the errors In time to have
them rectified before the polls opened.
Other lesser errors were reported from
other places.
AT HEADQUARTERS.
The onlookers at headquarters last
night were commensurate; with the
voting. At the Central Republican
club rooms, where Mr, Morris and his
committeemen held forth there was
nt no tlmo what would bo called n
crowd and at 11 o'clock there was only
a handful of men lounging about the
tables whero the accountants were
hoping against hope that they would
yet bo nblo to figure out a victory.
Chairman Chittenden went away about
11 o'clock after admitting that defeat
was practically certain. He was very
