The Van Den Hcnde recital wis a
surprise and delight to a largo com
pany of music lovers who tilled Guern
sey halt last night. Madame Van Den
llende's cello playing was a distinct
treat, hor beautiful depth of tone nd
flno execution creating a furore of en
tlnislani. H Is dllllcult to say In which
she excelled most, the stately, majestlo
numbers which seem so infinitely suit
ed to the violoncello, or the brilliant
morcraitx which rippled beneath her
lovely fingers like a golden river. Per
haps the bust selection she gave wan
the tender "Simple Aveu." She played
several delicious numbers with tho ut
most evidence of superb training and
talent.
No more enjoyable was the 'cello
work or the evening than Mrs.Urady's
sweet voice In solos which gracefully
iltted her tones. She has the happy
art of memorizing her songs', which
adds so much to her extensive icper
tolrc. Sim sang that difficult and en
trancing "Charmnnl Olseiiu" with ex
ceeding brilliance and taste. As an on
ooro she rendered the licort-brcaklng
little "Kathleen," by Iinge. Her clos
ing number, "The Serenade," wus ex
quisitely sung.
Jr. VanderveUen played with groat
delicacy and earnestness a number of
selections. He is to bo congratulated
on securing such an attraction for this
city as Madame Van Den Hondo. Char
les II. Docrsam, tne pianist of the
evenlnir, contributed greatly to the suc
cess of. the concert.
There will be a second concert on
Thursday evening, to which music lov
ers are commended.

the future, have less to do with
tho expending of money appropilated
by councils for tho repairs of streets
in the several wards than they have
had in tho past. It Is definitely
known that Director of Puulle "Works
John 13. Roche will, as &oon as the ap
propriation ordinance is passed, as
sume the control of the ward money
and expend it as he thinks til.
This power lie believes is conferred
upon him by both the ripper bill and
the reorganization ordinance. The rip
per bill provides that the "department
of public works shall have direction,
control and administration of the
grading, paving, repairing, cleaning
and lighting of streets, alleys and
highways." It is held that this section
cannot be construed to mean anything
but what It says, and that it overrides
the ordinances "passed over fifteen
years ago, giving councilmen the power
ot designating what work .should be
done on tho street and who should be
hired to do it, and also the power to
approve bills.'
The method adopted since the ordi
nances referred to were passed has
been the subject of much unfavorable
criticism for years. Unsuccessful ef
forts have been made annually in
councils to have the items for street
repairs in the appropriation ordinance
lumped under one head and giving the
power of expending the money to the
street commissioner. Several times,
also, liavc ordinances lieen introduced
dividing the city Into districts for the
expenditure of the money for street
repairs, but they have always and iin
varia'bly failed of passage.
Numerous stories have in limes gone
by been circulated regarding the dis
position which it is claimed has some
times been made of the ward appropri
ations. For instance, a number of years
back it was openly charged that a
certain councilman was drawing for
himself about fifty per cent, of the ap
propriation ror nis ward.
It was claimed that the names which
were on the pay-roll which he signed
wore largely fictitious, but neither the
members of the auditing committee nor
the city clerk could be expected to
know this. Tho pay-rolls in the past
have generally been passed without
question, if they were signed 'by both
councilmen.
Common Councilman Keller recently
charged, at a meeting of the estimates
committee, that In a certain waul the
entire appropriation was some time ago
worked out dining two days in tho
week prior to election. Nearly -'00 men
were put at work, he said, not in order
thill the condition of tho streets might
be bettered. but in order tlmt the coun
cilman might get voles.
It has also been charged "that certain
councilmen in the past have had their
own hor.scs and wagons working on
tho streets of their wards tinder an
assumed name, in diiect violation of
Ihe law.

Judge Carpenter sat with President
Judge Edwards and Judge Kelly yes
terday in Argument court, tie looked
the part every inch, and went about
tho task of hearing motions and argu
ments as gracefully and naturally as
if he hadn't done anything else all his
life. He only occasionally interrupted
with interrogations, 'but -when he did
ask a question it invariably became a
leading Issue of the case, it' the atten
tion the attorneys gave to its discus-
fiion can be taken as a criterion, and
ordinarily it can.
The court commemorated the advent
of Judge Carpenter by performing nn

mendatiori! are approved of by the finance com
mittee, and are herewith presented:
A new eight room biilldimj in tlio Tirst
ward, to ho erettoJ on the Kaine lots

In order to raise this sum by taxation, it
would require the levy ol a special or building

Tlut. as these improvements are of a pcunanent
nature, and will be used and enjoyed by the
district for several generations to come, we
believe that the cost of electing these buildings
should be distributed, as far as possible, through
the same peiiod of time. We therefore lecoin
mend the issue of $00,000 4 per cent thirty-) ear
bondi to meet this expenditure, and tlut a spe
cial tax be levied, as hereinafter contained, to
pay tho interest on said bonds and to ptovide for
their redemption at matmity, as iciiilrcd by law,
said levy being contained in the following es'i
