illrcctors directly nceoitntable to the
recorder, and tin- iceorder, during the
introductory period, will! the charter
Ik IicIiik put into effect, in turn ac
coiuitalilc to the governor. The line
tit responsibility is unbioUen and mi
coilfiiseil fioiii tlie smallest man on tho
pollen force or in tlie street sweeping
brifjade up to tlie Kmernor of the com
nionwealth. The tax-p.iyinR' citizen

getting away from it.
Willi tlie right man at I lie head, tin
wliolo column is bound to be what It
should lie If any man In it goes
"long, there are men above him with
power to put him right or put him
ant. If it is tlie director who errs, the
i-ecordrr straightens him out; If it Is
the recorder, there is opportunity for
appeal, lirst to tlie governor, and af
terward to tlie people.
To speak of this arrangement as u
despotism is foolish. The people can
see that it is nothing of the kind, but
on the contiar.v a most wholesome ad
justment of checks and counterchecks
deriving its final authority from the
great source of power, the majority at
the polls.
Tim per capita cost of city govern
ment in Chicago is not quite half that
in Now Yoik. I'hicago spends nioie
Hiau oiie-tliiid of its expenses on
schools; New York, less than one-sixth.
The conclusion Is forced that New Voile
is wasting money.

Save Those Elm Trees.
NKAIIM' a decade ago when
the city rulers proposed to
ilellbcuitely sncrllleo the
beautiful elms at the Intcr
spctlon of Washington avenue and Mul
berry street, in order Hint tho re
splendent uichltectiiriil glories of the
Municipal building might be set in bare
outline eveiinoro before tho over
whelmed, delighted nnd inarvel-stilck-cn
g.'iso of all passersby, the proposi
tion was defeated by the indignation
and tho ridicule of the people of Scran
ton. Now, Just as Scrnntou has grown
to the dignity of n second class city,
r.iul at the very cut of time when other
i III".'-, larger ones uno smaller, jealous
of their reputation as cities of pro
presi. and comprehending more pro
foiii illy than over before the beauty
and I he healthful Influence upon their
alrof tree-bound avenues w hit , overy
w lieic else, city trees are being planted
and chcrNhri! It Is once more set torth
that Scr.iuton authorities are propos
ing to destroy the charm of one of this
ilty's most attractive corners, a ic
fre.,hment to lungs and .soul alike of
every one whose soul has not become
lost to tlie sen-e of beauty.
To do Mich n thing as to cut down
those b-autifiil opii" surrounding the
Municipal building would be an out
rage upon the city Itself and upon its
fair repute. It Is a tiling to excite tlie
l:.il!rnnnt protest of every pubilc-splr-Ited
citizen, .-veiy lover of beauty, man,
woman ami child in the city. One of
t'.o vost lov :- green, health-giving
spoilt In this town, which has far too
few of thorn, should be kept such.
Those elm tr-es should never be de
stroy d.
Now- that New York architecture,
after scraping the slty, has taken to
piercing the earth, as In tlic case of
the Mutual Life building in Cedar
street, which has Tour stories under
ground, running tlnough 100 feet of
micaceous and iTulck sand, hard pan,
trap boilldery, blue clay, and gravel to
gneiss rock, the question arises. What
next?
War Upon Yellow Fever.
AT Tilt: RKOKNT meeting of
the International Medical
association at Havana Dr.
Kdouard Wilde, tho minis
ter ol tlie Argentine republic at Wasb
ii.gton (who is an eminent physician
and lias been tlie leader in sanitary
improvements in his own country for
many years), picsoi'icd a .scheme for
international en-op-iation in the sup
pression of ye!H v fevir. His sugges
tions weic adopted and a committee,
appointed to carry them into effect, lias
already issued invitations for a con
vention to meet at Havana in Febru
ary next. Kach of tho American na
tions and colonies is requebffl to send
three delegates. Including bacteriolo
gists, sanitary engineers and special
ists in economic matters.
Dr. "Wilde's idea, as explained by
William !C. Curtis in a letter lo tlic
Chicago Iteeord-Herald, is to negotiate
a uniform treaty to be .signed by all
of the American nations establishing
a uniform system of quarantine regu
lations and systematic co-operation for
icmoving the sources and suppressing
the causes of yellow fever. Since obli
gations aio worthless without, penal
ties, lie suggests that a discriminating
tariff or tonnage tax or quarantine re
sti lotions lie imposed by all other na
tions against those which shall refusn
or neglect lo d.o their share in the
work.
Agreement as to quarantine i oniric,
lions and common .sense In their en
foreeni nit are very necessary, both
from ilir economic, standpoint tfor yel
l ivv rover saeiillces millions of dollars
In undo each year) and as a matter
of fairness lo travelers. An Incident
related by Mr. Curtis fioni personal
oxporiopeo Is Illustrative of the latter.
Two years ago all the passengers upon
a Prltlsh steamer. Including; the Catho
lic archbishop of Peru, were compelled
to go aboard a rotten old hulk In tho
harbor of Callao, where they remained
for ten days without proper food or
medical attendance simply because one
of their number was foolish enough
to Joke with tho quarantine olllccr at
Guayaquil mid tried to trighteu liiui
by telling him that there was yellow
fever on board. "The quarantine oill-oor.-,"
says Mr. Curtis, "accepted this
Idiotic Jest as until, notwithstanding
the protests of lip captain, Hie ship's
sit reeoii uiul the oilier passengers.
They were too cowurdly to go uhoaid
to inaku peraon.il investigation, and
tho only way tho Imprisoned passen
gers could coniinuulcato with tho au
thorities was to vvrlto notes, put them
In a boat and set tho boat adrift to
bo picked up in tho harbor. Food was
sent them In tho sumo way, nnd at tho
end of ten duys, upon tlm us.suranos
of the archlilhho)i that thorn was not
yellow fever or other sickness aboard,
one of tho sanitary ofliccrs of tho
city of Callao mustered up hulllciout
courage to make tho Inspection ho
should have made immediately upon
tho arrival of tho vessel. If tho jest
had been true, and If there had been
u caso of yellow fovor, all tho pas
sengers would have died, for they had
pa physician, no medicines and no
purses aboaid."
It may be hopeless, to expect ssiise
to bo drilled Into such odleiuls, but
tlu power to niuko them sweat for
their Inedlciency .should bo lodged
where it could occusioualy bo used to
advantage in behalf of thu general
weffaie.
It deveJop3 that tho iral reason why
the i event peace negotlatlona between
