Will thcie soon arise

nnd commercial Interests which for a
third of a century have strenuously
advocated the doctrine of piotectlon lo
home Industries a demand for the sub
stitution of a purely revenue tariff?
These questions are suggested by a
significant passage In President Mo
Klnlcy's second Inaugural address,
wherein he said: "Our diversified
products are increasing In such unpre
cedented volume ns to ndmonlsh us
ot the necessity or still further en
latglng our foielgn markets by broad
er commercial 1 elation." This, from
the author of the Me.Kinley tariff and
the long-tccognlzed leader of the high
pintertliiti sentiment In America, I an
expression which a few years ago
would have been looked upon by op
ponents as a stultification and by
frjends ns.a herej ; jet It Is merely
a sign of the nation's rapid and won
derful economic progress, a progress
brought about under the high tariff
policy, which It has outgrown. Old
conditions aie passing away. New
conditions are arising. A new policy
for the future Is being shaped by new
events the policy of "broader commer
cial uiatlons."

no longer needed to protect the In
fants Inside. These youngsters have
outgrown swaddling clothes and bands,

of them have developed such giant
stature as even to caue genuine alarm

one Is composed of politicians and
their following of voters to whom pro
tection lias become a shibboleth, and
who hae no knowledge of the fact
that the revolution which the past ten
years has wi ought In the Industrial
and financial system of the United
States demands a revolution In the
nation's position toward International
trade. The othr of these parties Is
composed of (he trusts, who Und the
tariff wall a convenient aid in main
taining excessive pi ices to the home
consumer, while they dump their sur
plus on foielgn markets at prices fixed
by International competition."
