"In 1878, the Union and Central Pacific Itallioacls foicecl San Francisco merchant's to enter Into special con tracts. Thosa i of using could not Bet their railway eon Ice at all and the con dition was that tho tnci chants con tractlnc should abandon the sea and use the railroad exclusively. Until 189J, the date of its dissolution, the Tians contlnental Association subsidized the Panama Steamship company and the Pacific Mail In order to "bottle up" San Francisco and exclude Its mer chants from the advantages of the sea and Its competitive rates. The mer chant organized and fought back with some success, but the fact lemains that the long route by the Horn has em bairassed the Pacific coast and retai ti ed Its commercial development How has It been embairassed? Thieo thousand miles of continent in fifteen thousand miles of ocean stretch be tween the Atlantic seaboard. By means of the canal the sea distance can be cut down to about live thousand miles, That Is the main consideration. "Now the Pacific Coast of tho United States consists of produceis, rather than manufacturers, and as ocean freights nio so very much lower than those by rail, the saving distance, with a consequent diminution of time, means prosperity for the producer, whereas our lumber, wheat and fruit Industries have so far yielded their deserved profits to the railroads. New York In eighteen days and Euroue In twenty-fie will give our merchants some control of the market. Now, most shlpmentB are speculative and go forward to an uncertain goal." 100 Howard, 15100.
