in the course of construction In the
traetlon company's repair barns on
Northampton street. It will be, when
completed, thirty-two teet five Inches
In length, and will seat about ten moro
people than any car new in us-e. This
new car when completed will not only
be the longest, but one of the prettiest
In the country. It will be neatly paint
ed and varnished and have all th-

deavor brlelly to call your attention to
some of the Increased Items.
First The necessity for more detec
tives. While we have done a vast
amount of good work with our present
limited force of one man, it Is farcical
to try to keep pace with the criminal
forces of a city of this size without the
additional help asked for being granted.
We have at times as many as ten cases
that require the services of a detec
tive, nnd many things that should have
been attended to are left undone.
Second l earnestly call your atten
tion to the want of more Datrolmen.
Wo should have at least ten more men,
the fact that the city covers an area
of nearly twenty square miles and that
the total strength of our present forco
Is only fifty-four men. Deduct eighteen
natrolmen and olllceis for day duty nnJ
Hint leaves us with but thirty-six
patrolmen and six officers for night
duty. A fotce of that size in a citv of
115,000 Inhabitants Is wholly insufficient
to uppte:.s crime and give anything
like protection to lire and property.
Third You will find two items, one
for $360 and one for $500. The one for
$:!R0 Is for rent of a suitable place In
the North Knd for n station house, nnd
the $500 Is for Iron or steel cages to put
In the same. A continuance of the use
of the station house of the North End
Is almost out of the Question. It has
been condemned time and again by the
hoard of health, and was recently vis
ited by the mayor and Councllmen
Keller and Ross, who were loud in their
condemnation ot such a place for men
to be compelled lo'spend their time In.
Something must be done for this place
or the city will have suits for damages
on her hands.
Fourth You will find an Item of $5,000
for a police signal system, said system
to consist of fifty boxes. These sys
tems (and there nre thiee or four dif
ferent kinds) nre the newest things In
police circles. With one of them in use
police headquarters can be In constant
communication with any officer on his
beat at an time, and all cities of any
progress are adopting one or the other
of the systems. The cost may seem
largo at first sight, but when you tnke
Into consideration the fact that we are
now paying $300 per annum for eigh
teen telephones, you can readily see
that In a few years the system would
pay for Itself,
