Drivers Settle Grievance.
A committee of di Ivors from the Cen
tral mine waited on Superintendent
Looml, of the Lackawanna coal de
partment, yesterday afternoon to ad
just alleged grievances which the
drivers claim have ailscn through a
difference In the scale of wages paid at
different collieries.
The committee were given to under
stand that their action in quitting
work without notifying tho ofllclals,
and thus causing tho colliery to bo
shut down, was unwarranted and with
out Just. cause, and when the matter
was clearly presented to them, It put
a different phase on tho situation.
The demand for coal Is light at pres
ent and inasmuch as tho colliery Is
hhut down at present, there is a likeli
hood of it remaining Idle for some time.
The drivers were assuied by Superln-
FatheHomm.
There's something about the little
Week drees that touches a man in a very
teader spot. He pets the little one on
the head) puts some pennies in her hand,
swallows turd and then starts out to
make bit own children fatherless. There
is no doubt that many a man is taken
from bis family by neglect of simple
precMtions which would preserve his
kseltfc. Disease generally begins nowa
days ia "stomach trouble" because the
als are nasty and the food not di
gested. From that beginning come dis
orders of the blood, liver, kidneys, heart
or nerves. The use of Dr. Pierce's
Golden Medical Discovery, for diseases
of the organs of digestion and nutrition
will avert the catastrophe of more seri
ous disease. It strengthens the stomach,
purifies 'the blood, nourishes the nerves,
sjfd builds rata up in both brain and
brfy.

a few boys cause a suspension of oper

of n collleiy, without even notifying
the foreman, they propose to have
something to say about It. '
The colliery will now bo slatted up
nt the convenience of the company, and
the drivers will return to work as
usual, and whatever dlfllcultles arise
In the future they have been given to
undei stand that It Is not necessary to
quit woik, but to apply to the proper
authorities for redress.
The drivers claim that their wages
have been reduced from $1.35 to $1.27
per tiny, and that they were not paid
the same scale that was being paid In
the other collieries. The matter was
amicably adjusted and when the com
pany decides to start tho colliery the
men will return to woik.

Hon. William Com. ( II has again proved
himself very liberal toward the school.
When the committee) appointed by tho

tlver, It Is safe to state that tho wall
orocted by tho defendants on the easterly
side, especially tho part of tho wall moro
particularly attacked In this carfe. Is be
twisjn the high and low water line.
The erection of this wall by the de
fendants Is a reasonable precaution to
protect their own land from an overflow
in time of freshets and this has heen
made nieoesary In part by the act of the
plaintiff In erecting barriers on the west
erly side. Tho truth of the situation Is
that both parties are devising the same
methods on each side of tho river to ward
nit some apprehended danger and this
danger under the present nnd probable
future conditions, according to tho evi
dence, Is moro Imaginary than real.
The facts found have done away with
tho necessity of formulating elaborate
conclusions of law. The principle of law
Is conceded that a riparian owner may
erect embankments or bnrrlcrs upon his
own land for the protection of his prcm
ses from nn overflow, but he will be
liable for damages If. by erecting such
embankments, water Is thrown upon on.

In other words ho purchases to low
water mark subject to the right of the
public to paws over tho intervening space
between high and low water In time of

Ilut this qualification does not change
the general principle that a land owner
may construct and maintain embank

lor tho purpose of ptotectlng nnv part
ot his land from being Injured from tho
overflow of the river In times of high
wuter. although this rluht must be ex
ercised with a Just regard to the right of
others. It must not tie forgotten, how
ej,pr. that the term "navigable" no np
nlled to the Lackawanna lives, 1, and
has been, for many ycirs only a fiction,
so that the use by the public of the
waters between high and low water mark
Is an Impossibility.
