Freeland Mining Institute.
Circulars fire about to bo sent out
In behalf of the Mining Institute nt
Freeland, established and maintained
by the genet oslty of the late Kekley
H. Coxe. An extension and a library
aie badly needed and the Mist appe.il
to the public will he made. The now

$17,000. Neatly $9,000 has nhcady been
subscribed for the building fund and
J1.000 extia. for tho furnishings. The
trustees ate about to send out circu
lars, in which the benellts of the school
will be lully set fotth. Under the
charter any person contributing the
sum of J0rt or more at any one time
becomes a life member; less than that
amount nnd under $10, makes him ot
her an annual member. The trustees
believe that the effort to liberally edu
cate the sons of mine toilets, so tint
their future shall be bettcted and their
social conditions elevnted, will attract
attention.
In 1S75 Mr. Co.no established the
school at Drlfton for instruction in
scientific mining. It was open to nil
young men and boys in his employe.
Its first teacher was O. J. Ilelnrich, a
fellow student of the late Mr. Coxe at
Freiburg. Germany, lie died and was
succeeded by John It. Wagner, a
graduate of Lehigh University, wlvi
continued as manager until U3.5, when
Mr. Coxe pi iced the control of the
school In the hands of a board of tins
tees of his own selection. The boaid
subsequently securid a charter for the
school undr the name of the Mlnin?
nnd Mechanical Institute. Mr. Cno
died In 1S95 and the school was soon
after lemoved to Fteelund, wlwv

George F. Decket, of the Govern
ment Geological Suivey, has Ju.st le

ippines. He has submitted to Genet al

survey expert who visited the Trans
jraal several .years ago. Ills icport
shows that the outlook for gold and
Sthe'r valuable metal In tho Philippines
M meagre. He says thete is a better
chance of getting rich on gold In the
Southern states than in th? Philip
pines. -
"'He" found, however, that tho Islands
were rich in coal deposits, and that one
bf the great industries of the Philip
pines would probably be coal mining.
Coal can be mined and sold In the
Islands for $2 per ton, or placed on
board ships for $2.S5 per ton extra.
At present most of the coal comas
from Japan and costs JIO per ton.
The 'difficulty in carrying on the en
fprprlsei of mining will be In securing
efficient labor. The Filipinos, pays!
Mr. Becker, cannot be depended upon
to work hard or long. As soon as the
ayerage native gets $1 ahead he takes
a week off and spends It. The only
class upon which coal mine ou tiers
rcmld draw for miners and other la
borers are the half breeds, the natives
who have mixed with the Chinese. The
latter furnish, tho most enetgetlo. and,
