' A long series of unprecedented and un lawful acts practiced by those In charge of tho leglslatlvo Interests of the statu has culminated In thu most fearful con dition of tho period to tho state. The dreadful tragedy which occurred jes tciday shocked and startled all, and tan bo no more li ttrcly deplored by any one than myself. To attempt to logllnto under such con. dltlons of excitement and threaloned lolenco as now prevails In Frankfort would bo sheer madnes, and I have.tbere. fore, In tho exercise of my constitutional powers: adjourned the legislature to con eno In London, Ky on Feb. fi. At an early hour this morning at tho Victoria ho tel, Sutton went up to the office of the clerk and, brandishing two revolvers, said: "I nm the man who shot Ooobsl and I will never be taken alive." He was arrested, however, and locked up. The police believe that Sutton is decidedly unbalanced mentally, cr that he knows who shot Goebel. FUN AT THE LEGISLATURE. Soldiers and Assemblymen Race Through the Streets. 1'iankfott, Ky Jan. Si. This morning not a member of the legislature knew whether or not they would be permitted to meet In the eapitol building. All they knew was that soldiers were guarding eery gatu and that nobody would be al lowed to enter without a pass. They de elded, however, lo meet in the Capital hotel nnd match In a bidy to tho state house. Colonil Williams pcimltlcel Cleik Lee, Assistant Stone and a. few reptesenta lUes to pass upstair. Thou tho main body came Uamplng through tho doot- way. They weio stopped by the soldiers. Loud ulis of exclamations llllid the air, and Colonel Williams, mounting half-way up the stair, shouted: "Gentlemen, I hold In my hands a proclamation Issued bj; tho governor of Kentucky, which 1 will' read." Ho then read tho proclamation In a loud volco as follows: Governor's Proclamation. "To the General Assembly of the Com monwealth of Kentucky:, "Whin as, A stato of Insurrection now prevails In tho ttate of Kentucky, and (xpeclully In Frankfort, the capital there of, by lrtue of tho authority vested In me by the constitution of Kentucky, I do herebv bv this proclamation adjoutr. at onee the general assembly of the state of Kentucky, to meet at London, Laurel teiuntv, Ky., Tuesday, tho lUh day of Febiuary, 1M0, ut 12 o'clock. "Given under my hand at Fiankfort, Ky., this SOth day of January, 1M0. at 3 o'clock p. m. "W. S. Taylor, 'Governor of Kentuckv. "Ry Caleb Powers, secretary of state." Adjutant General Collier then mounted the stairway and lead the proclamation a second lime. When he hael ilnlshcd a upresentatlve shouted: "Mr. Chairman, where Is London?" "Is It in Kentucky?' yelled another voice. The good humor soon died away, how ever, and shouls of indignation were heard Irom the Democratic members. Then loud above tho tumult came a voice eie.tr and sharp: "Wo aro dealing with a pack ot heath, ens and hounds. Let's go to the opeia house." Shouts of nppioval gieeted this pro posal and out of the door down thu bioad sttps stieannd tho nowd, hastenh.g along St. Clair tticet towaid tho opera house. Close behind came (leneial Collier on the inn. Ho shouted orders to Lieuten ant Colonel Gray, who was standing by the steps; a few quick oteleis weio given b that olllier and away towaid the opera house went the soldiers on the "double." Thomas Heffner, owner of tho opera huoM-, ikmunded that tho membeis of thu legislature should bo udmlttcd. Tho building Is private propel ty, he said, and the militia had no light to keep anybody fiom it. His piotcst was Ignoied by Lleuli nant Colonel Gray and demanded was not compiled with. Tinning around Mr. JilmblH addressed the ciovvd: "lientk'inui, we are denied admission to the opeia house. We will now ad join n to the court house," Away went thu ciovvd with good-natured jells nf deilsion at the soldiers, who hud oideis to icmaln at the opera house and cuuld not leave. The tllumph for the lawmukers was short lived, how ever. Befotu they had gone uuo hup., dred feet a second company of soldiers Hanked them. The second heat ot tho race was now on and away went the dig pilled senutors and representatives down tho street In u cloud ol dust, yelling liKo a pack of Indians, Alongside lan the soldiers. It was tho same btojy over again, and thu legislators weio pel milted to look at the outsldu of the cialit house while the soldiers held the path. Tho Republican incmbcih of the legis lature will leave at once, lor London, pursuant to Gov u nor Taylor's instruc tions for tho leglslaiuio to meet there next Tuesday.
