THE SAMOAN TREATY. Discussed by the Senate in Execu tive Session Objections from Sen ator Bacon. Washington, Jan. 8. The senate to day took up the Samoan treaty In executive session and after having it read from the desk of Senator Davis, chairman of the committee on forelga lelatlons, made a brief explanation statement. In doing so he quoted lib erally from the report upon the Sa moan situation made by Hon. Bart lett Tripp. The senator referred to the hostilities of last summer, saying that these were merely a fore-runner of what might have occuned on a far larger scale if tho tripartite arrange ment between the United States, Great Britain and Germany had been per mitted to continue In fc'e. He con tended that Germany had simply made a quit cdalm deed to the United States and that In turn the United States had quit claimed to Geimany. While the statement was In pi ogress, Senator Pettlgrew asked "How many people the United States had bought with the Islands come Into the possession of this country by the transfer?" but Mr. Davis refused to admit the applica bility of the language to tho transac tion. Senator Bacon stated his opposition to the treaty and gave notice that he would usk to be heard upon It when the treaty Is again taken up. The Injunction of secrecy was le moved fiom the treaty. It has been published heretofore. SILVER STEAL. Two Arrests in Philadelphia Pris oners Committed. Philadelphia, Jan. 8 Charged with stealing silverware and other articles In transit from Johnstown. Pa, to Washington, D. C, Thomas Hyan and Joseph Holland were today committed by United States Commissioner Craig In default of $1,500 ball to nwalt or der of removal to the capital. Joseph L Parsons, formerly of Johnstown, testified that he removed to Washing ton on Xew Year's dav, and learned nftcrwaids that sundry articles had been stolen from his baggage.
