or the facts, they ore given below for
th" benellt of the tax payers.
On August 10th bids were opened
fioni Blair & Kennedy, 513 C31 "0. and
F.'annagan .4 Co., of Seranton. $11,

CUtcs & Lowland, but as it was not
ae cording to specifications It was not
considered.
As either of the valid bid xs.is in ex

Then Selectman Battle offen'd a
resolution to award the contract to
Blair & Kennedy who Wfie S..M0S "5
higher than the other bidje-s for as
much of tl' ssork as could be done
for the amount of nppropilatiou. Tho

Vedeman, Kennedy and 'Williams In
common. Against Ssslsrert, Eaton,
Thompson In select: Van "i order,

motion 'was lost. But light hor, tux

your money is being spent wo xsant
you to consider the matter of that
resolution and scrutinize closely the
names of the men who voted on It, The
scheme was to subsequently transfer
from other appropriations enough
rr.onev to finish the work and heie was
a deliberate effort to take $:.40S 55 out
of your pockets. Can you harmonize
such official conduct with honesty and
business Judgment'
The city cleik was. instituted to ad

plans which cut out the brick sewers
and brousht the cost down tn $8 000

been blamed for th lejeotlon of their
bid on August 10 and should not be
ronsldered as opposed to the lowest
bidder principle. It was for tills very
reason that N" Homer f mUh on Sep

next to the lowest blddets. This
amendment was lost.
Eight here It should bo said that
nny man who Is mt man enough to
brush away personalities and follow
the course prescribed by the law and
demanded by his crnEtltutcnts' Inter

THIRD ACT.
Last Monday, nil recommendations

higher. These resolutions wro de
feated by practically the same xnte
xeiorded above except that Sir. Sihm
who was abent on the 21st, voted
for Giles & Loveland and points .1 out
very lucidly the danger of Jumping
over the lowest bidder.
Now as to this labor question: The
effort of the laboilug nin is cjm
mendable. They ate JustlPod In get
ting all the law will allow for their
sweat and also In getting more favoi
able laws If they can do it legitimately

the councllmen au concenfel It's a

"My Innocent Boy," In which Otis Har

capital bit of comedj in My Innocent
Boy,' which Otis Harlan brings out
at the Star this week. The play is
farcical In spots but It may be said
here that Mr. Harlan has made a Icng
stride toward his proper place In the
ranks of those who are doing what !'
known, for want of bettei ts'in, an
legitimate comedy At thc Royeltv
theater In London the pla had a long

Immenselj as It did a larjre au Hence
last night. There Is genuine delight
in finding on tho stage in these dajs
a play that has enough of a plot t3
maintain a constant Interest one that
Is clean all through one that does pot
depend solely on hore play to produce
a laugh. That's the sort of an affair
that Otis Harlan has In '.My Innocent
