Sterrctt remains upon tho bench until the first Monday In 1900 ha will lie tho first of all the chief Jus tices ot tho state to round out tho full term of twenty-ono years on tho Su preme court bench, and will retire after a public service of more than one-thlrtf of a century. Such a record Is re markable, because, as a rule, men are not called to a Justiceship until well advanced In years. Justice Sterrett himself was f5 years of ago when ap pointed by Governor John F. Hart ranft to till the vacancy caused by tho death of Associate Justice Henrv W. Williams, In 1877. It Is a singular fact thnt tho recent vacancy on the bench was caused Inst January by tho death of. another Henry W. Williams, who died In Philadelphia. Prior to the year 1874, when the pres ent statu constitution was adopted, the) term of a Supremo bench Justice was fifteen years. Since the Colonial dny3 of 1CSI there have boon thirty-four chief Justices. Just half of theso were appointed before 1777, when Joseph Reed declined the appointment and tho famous Thomas MoKean took the placo and served through tho stormy days of the Revolution. Tho average service given by a chief Justice has been only about six and n half years. NEXT LONGEST TERM. Next to Justice Sterrett tho longest torm of contlnuos service since 1874 Is that of Associate Justice Henry Green, of Enston, Northumberland county, whose term expires on the first Mon day of January. 1902. He was commis sioned December 2, 1SS0, and has served eighteen years and six months. For mer Chief Justice Edward M. Paxson, who retired from the bench on Feb ruary 20, 1S93, to become receiver of tho Reading railroad, and was succeeded by Chief Justice Sterrett, was commis sioned December 3, 1S74, and had served eighteen years and three months. War ren J. Woodward was commissioned an associate Justice on tho same date with Paxson, and they drew lots to decldo which should become chief Justice to succeed Isaac G. Gordon In 1SS8. The late Justice Henry W. Williams had served a little more than eleven years. Justices J. Brewster McCol lum, of Susquehanna county, and James T. Mitchell, of Philadelphia, were com missioned December IS, 1S8S, and havo served ten years and six months. Their terms do not expire until 1910. Tho other members of tho present court have longer terms yet to serve. Jus tlcb John Trunkey, a Democrat, who defeated Justice Sterrett when ho was first nominated for the Supremo bench, served about ten years and a half be fore he died, on June 4, 1SSS. Thero have been about half a dozen deaths of members on the Supremo court bench since tho new constitu tion, with lts'long term, went Into ef fect, and there has been one resigna tion, that of Chief Justice Paxson. Be fore that date the records show but few deaths or resignations, about tho only ones being the deaths of Justice Hugh Henry Breckeniidge, In 1816, and the death of Justice John Tod In 1830. Ills services to tho people of the state have been extremely satis factory. Chief Justice Sterrett is a native Pennsylvanlan, and was born In the Tuscnroras valley, Juniata county, November 7, 1823. Ho Is now In his seventy-seventh year. His long service, and that of his associates on the bench. In comparison with tho ser vices ot tin- Justices of former periods of tho commonwealth's history, seems to Indlcato that nun now remain In harness longer than they used to. Ills parents wero descended from Scotch Irish ancestors who settled In Lancas ter and Cumberland counties, and wero among; tho makers of those rich coun ties. Ills preliminary education was received at Tusearora academy, and he entered Jefferson college In 1842, gradu ating from that Institution three years later. For a year he was principal of the preparatory department of the school. He, read law at Dickinson col lege, Carlisle, and completed his course, at the University of Virginia, being; admitted to practice at the bar In Vir ginia In 1S48. One year later ho en tered Into partnership with the lata Judge Bond and began the practice ot law in Pittsburg. In 1S01 he had al ready gained some distinction as a law yer, mid was appointed ono of a com mission to revise the revenuo laws of the state, but resigned after acting in that capacity for a short time. PRESIDENT JUDGE. On January 4, 1S62, Chief Justice Ster rett was appointed president Judgo of tho courts of common pleas ot Alle gheny county, to fill tho vacancy caused by tho death of Judge William II. McClure, and In tho fall of the samo year ho was elected president Judge for ten years by tho Republican party. In 1872 ho received a unanimous nomina tion for the same position, and was elected without opposlton from tho Democrats. In 1877. before his term as county Judge had expired, Governor Hartranft appointed him to the Su preme court bench to succeed Associate Justice Henry W. Williams, nnd tho appointment was confirmed by the sen ate on the same day. The Republican state convention, In tho September fol lowing, nominated him by acclamation for tho Justiceship, but ho was de feated by tho Democratic candidate, Judge Trunkey. Tho voto was close, being 251,000 to 244.4SO. In 1S78 ho named tho Allegheny county delegates to tho Republican stnto convention, nt tho rc rjuest of tho county organization, and was nominated in the convention by a voto of 151 to 02, the minority voto be ing for ex-Chief Justice Daniel Agnew.
