"It Is the sheerest nonsense," said Secretary Al cer today, In commenting upon tho pub lished report that tho president or him self had countermanded nny order made by General Brooke relative to the dis armament of the Cuban trooDS. The state of tho case In brief Is ns follows: The president canvassed very thoroughly with Secretary Alger and General Brooke the best method of se curing the dlsbandmerit of the Cuban tioops and their re-entry Into private pursuits. It was decided that a neces n.irv niin toward this end wm the sur render of the aims held by the Cuban soldiers. It was apprehended, that, re taining their arms. some. If not a largo portion, Inclined bj their past preda torv existence, would lapse Into brig andage. So the ptesldent himself ordeied Gen eral Brooke to cause the aims of the Cuban soldiers to be delivered up to repicsuntntlvrs of tho United States nrmy. With these Instructions General Brooke has been patiently striving to carry out the president's plan. Ho has ni rived at that point where the Cuban lender, as a matter of Hcntlrnent, they mv, innke It o condition of disarma ment that the arms shall be placed In the custody of the mayors of the Cuban towns. Kc.ill.ilng that to assent to such condition would be contnuy to the present's Instructions. General Brooke has telegraphed to Secretary Alger the facts In the raw and asked for a de rision The secretory In turn has com municated with the president and asked for Instructions for he feels that ho Is not authorized to amend or rcvokei an order oilglnally emanating directly from the president The president has not yet notified tho war department of his intention".
