His Fence Was Toin Down and the Lumber Confiscated and Thomp son Will Be Given a Hearing Today at -i O'clock. With the aid ot his two ons, Nathan Thompson yesterday morning- started In to le-eiect about the sidewalk In front of his property at Bull's Head tlie fence which was loin down Wed nesday by order of Mayor Moir. TTpon learning of tills tile mayor sent .Strct Commissioner O'Bojlo to the scene with Instiuctlons to arrest Thompson, tear dow n the fence nnd confiscate the lumber. A warrant wns swoin out before Al dermin Millar by Commissioner O'Boyle, charging Thompson with ob structing a public highway. Mounted Olllcer Block and Patrolman Rodham were delegated to do the arresting. while Commissioner O'Boyle with Foie- man Lav il mil a gang of tho street cleaner'- . decl to attend to tho fence. Thompson tin eat thnt he would not see ills fence toin down again while his Winchester was in working order resulted in attt acting several hundred people to the scene. They patiently waited around to see some excitement, but were doomed to disappointment. The whole thing was very tamo. About 2 o'clock tlie city's representa tives arrived at the scene of operations nnd proceeded to carry out their or ders. Officer Block read thu wairant to Thompson and told him to get Into his coat. Thompson submitted with scarcely a word and matched off with the office) s. Ho wasn't in a very pleas ant frnmo of mind and tefused to go on tho car, saying that it they wanted to take him to the central citv they would have to walk. As the street car men have stiict otdeis to tefue to carry pilMincis It wns useless to at tempt to force Thompson to ilde and Olllcer Bloik in consequence was coi i pelled to walk his man all the way to town. Tho sons offeied no opposition to Street Commissioner O'Boyle's men and in -very short order the fence posts and boards were loaded on a wagon. They weio taken to the city hall and piled up against one of the sheds in the rear. At rived at the alderman's olllce, Thompson mado claim that he had a tight to build the fence, nnd was pre pared to show It with the assistance of his attorney Aldeman Millar agieed to continue tho case until I o'clock tills afternoon to give Thompson opportun ity to secure ills attoinej, piovldl-ig he agieed not to do any fence-building in the Intel Im. Thompson agieed and wns released on his ow n recognizance. Until esteidaj, Maor Moir had some doubt of tlie city's ability to read ily prove that Thompson was a tres passer. Tlie discovery of a map in the city englneet's department, made in 18.17 and showing this street opened to the width of foity feet, removed that doubt A flno of Vt can le Imposed for the offense alleged ng.iinst Thompson If he persists In tlie offense, he enn be arrested eveiy ten duvs and similarly fined. BOARD OF TRADE ON STREET REPAIRS GENERAL SENTIMENT TAV0R3 THE PRESENT CONTRACT. Question Was Informally but Ear nestly Dlscusssd nt Last Night's Meeting of Serauton'o Most Rspre soutatlvo O-gnnlzntlon Movement to Havo a Scranton Exhibit at tho Philadelphia Exposition Silk Manufacture s Don't Want tho Caibondale Mill to Come Hero. Piano Factory Hns Staited Up. At last night's meeting of the boaid of trade the question of street repairs wus threshed over again nnd. inci dentally, thoso lesponslble for tho de lay in this woik were treated In a similar manner, ilguintlvcly speaking. The matter was brought up by a question fiom Mi. Levy, addtessed to Picsldent Kc-Ilar, as to the piesent status of the sttect repair contiact. Mr Keller, who was the father of the piesent asphalt repair ordinance, and who above all otheia has Riven this niatttr the most earnest attention, 10 sponded at length reviewing the hiz toiy of tlie movement und explaining the tangle In which tho oidlnnnce llnda Itself by reason of ex-Mayor Bailey's action in vetoing the appiopriallon to meet tho contiact. It was vciy singular, Mr. Keller said, that Mayor Bailey hhould havo -vetoed the appioprlatlun item after signing the pttve repair resolution, ordinance and contiact. There M a question, however, as to the legality of his veto, Mr. Keller went on to say, and this question Is likely to be adjudicated this week. Two or three of tlie best attor neys in th city have given opinions on the matter and till argue tint the veto is not effective us the law states ele.fily that eery veto must be re viewed by councils and this veto was not levlewed, the mayor having held oif ills a until after councils were dead. It the opinion of these attorneys goes for aught and one of them Is Hum ex-Justice Hand the streets will soon be lepahed. PRICE LS REASONABLE Mr Keller then dealt briefly with the c03t of the repalis and when he had concluded expiesslons were gener al to tho effect that the citv was not only not going to be swindled but was getting n bargain. Among the things that Mr. Keller pointed out was that Wilkes-Barre. w itli its own asphalt plant, pays $1,300 a mile for repairs, and that in Buffalo a contract has lust been executed that Is 23 per cent, high er than tho Scranton contract. Sectetary Atherton sot afoot a move ment to have a Scranton exhibit nt the Philadelphia Industrial exposition to be held between Sept. 14 and Nov. 30. The matter wan referred to tho manu factuieis' committee, together with tho question of sending delegates to repre sent the board at the Congiess of Manufacturers, to be held in conjunc tion with the exposition, Valentine Blls, the North End Silk manufacturer, made a protest to the board against giving encouragement to the Klotz Silk company of C.irbondale, moving Its plant here. Mr. Klotz, he said, was a disturber, and in view- of the fact that the silk manufacturers heio were living In tlie most friendly relations and that there weio about all the silk mills here, now, that the city can well stand, it would not be to the best Intel ests of tlie trade or the city to bring the Klotz mill here. Mr. Klotz established a blanch mill In the Mears" building some time ago, Mr Bliss stated, and upset a number of the mills in the city by taking away its skilled employes for a time with nn offer of higher wages and then when new gltls had been broken in, letting tho old ones go. In contrast with this sort of dealing, Mr. Bliss pointed out that the Scranton mill owners loan skilled operators to one another in an emergencv , HAVr ENOUGH SILK MILLS." The boanl, through Secretary Ather ton assured Mr. Bliss that no encour agement was being given any tlk mill owitc-t to come here; that the board ,was on record as being opposed to of i feting inducements for nny new silk mills to come bete. It Is probably the , AVest Side board of tinde that Is bring ing tlie Klotz mill heie, Mr Atherton i suggested.
