It is also likely to be held by tho at tacking parties that as the Constitu tion limits municipal indebtedness to two per cent, of the assessed valuation, all Indebtedness over and above that limit will have to be set aside and de clared nil. Two per cent, of tho assessed valu ation of Lackawanna township would be J.JO.000. The Indebtedness, including oidois und Judgments, with interests and costs, will amount to $40,000, ac cording to "Commlpsloner Quinnan's es timate. If this constitutional limita tion is cnfoiced it will mean that one half of the claims presented will have to bo tluown out. "Which ones the com missioner should thtow out is the deli cate question that will possibly have to be met and disponed of. CHIHF CONTENTION. As one of the chief contentions of the opposing parties is that a great mass of the claims are the le.sult of fraud and collusion, and as it is their inten tion to first attack them on these grounds. It is not improbable that tills limitation matter may regulate Itself. To one who has watched tho proceed ings closely thus far no surprise will be occasioned by the statement of the opposing attorneys that they will prove one-half the claims to be bad.
