PLIMENTED THE GENERAL'S 11AI'.
II) WORK AND ANNOUNCE THAT
HE IS UNDER ORDERS TO DO A3
HIS JUDGMENT DICTATES.
Washington, June IS. Though thete
were the usunl number of officials for
a Sunday at their desks In the war and
navy department today there did not
seem to be nny expectation of lmpoit
nnt news fiom the seat of war. Sec
)etary Alger explained this readily. In
his view, the army hns been moved,
one of those stages Incident to the pio
gtcss of all campaigns and Is now ef
fecting a new formation. The rcpuits
thow that thcie Is only one road, and
that n poor one. fiom the sea where
the troops landed leading to Santiago.
Along this the army necessarily has
teen obliged to innva in a single col
ti'iin. Strong icconnolterlng forces
vvtie prudently tin own out ahead and
U was these that engaged in the at -tlon
of Friday morning. They de
veloped the piesence of the enemy In
foice directly nfiead and drove In their
advance guards, nefnre undertaking
a set battle our niniy must be foimed
In icgular battle array, not single col
umn fiont as It advanced along the
road, but In broad open otder across
the eountr, the only feasible manner
of conducting a battle successfully. As
part of this plan the advance must
halt ntiil wait until the lear guard
nines up. In the secietary's opinion,
this was going on esteiday. The
forces left at H.ilqulil woic being hur
ried up to the fiont near Savllln, wheip
the Spaniards ate supposed to be In
fone. the Held aitillery was being
rlingged up the rough mountain loads
and tho quartermaster was huirylng
nlong the stores as fast as thev could
be landed from the tiansports. All
this Is very nece.-sary, hut not such as
would call for an ofllclal report from
General Shafter.
PRESIDENT GRATIFIED.
To say that the president and Sec
retary Alger arc giatliied with the
success that has so far attended tho
progress of Shalter's campaign would
be stating the case mildly The pres
ident In quick appiedatlon of Oeneral
Shnftor's encigy has sent a cablegram
congratulating him nnd the men com
posing his at my on the excellent work
they ha e done. The message could
not be obtained hcie. the otllclals tak
ing the giound that It would be piop
or for General Shafter alone to make
it public, but It is known to be
couched In teims of pi also Secretary
Alger added his ti Unite today In the
course of a shoit talk with an Asso
ciated Press lcporter. He said he felt
sure Shafter would ptove himself to
be a wise, brave and piudent general.
He was particularly impiessed with
one shoit statement In Shaftei's de
spatch leceivod jostcrdny, stating that
ho wanted nothing, which the secre
tary icgaided as an evidence of the
fcolf reliant chaiaeter of the man
Nevertheless, the secietary Is send
ing along i enforcements with all nos-
slble jnomptness. it is n good deal
better to have 1,000 too many soldleis
than one too few. In his opinion He
believes that Oeneral Duflleld's troops,
to the numbei of J. wo. which em
barked four dajs ago from Newport
News, will an he at Balqulri tomorrow
and .vlthln four days 3,000 more troops
which leae Tort Monioe today will be
at the scene of action. In addition,
there will be a further movement of
troops to Santiago Just as soon as the
men and tianspoits are ready. Pos
sibly Geneial Miles may go with these.
If the troops aie not needed when the
nrrlvo, nothing will be lost, for they
tan be veiy well empo.ed elewhei'e
and will have the advantage of season
ing. The secretary took occasion to
state again that General Shafter is be
ing allowed the widest llbeitv of ac
tion, unrestricted by unnecessary or
ders fiom Washington. He thinks the
wisdom of this i muse Is amply justi
fied by the results so far obtained. For
this reason, It Is not possible to accur
ately foretell General Shnfter's plan of
operations against Santjago. hut the
matter being largely in h'ls own hands.
OPENING COMMUNICATION.
General Grcelv, chief signal oflli er,
received a. dlspati h last night from
Lieutenant Colonel Allen, In thaige of
the signal coips, with Shaffer's anny.
Ho said nothing about the mllltaiy
opeiatlons, but stated that he was
ahout to extend his line of telegraphic
communication westwaid from Playa
del Esto to Aquadoies, which is only
half a dozen miles east of Mono castle
and verv much neaier the advance of
the Ameilcan niniy. This will lie done
by a shore cable which already exists
between the two points.
A field telegraphic service lias al
ready been dispatched from Tampa, so
that in the couise of a tew days at
most Genet al Shafter will hae a tele
giaplile Instalment In his own tent put
ting hlin In dlret communication with
Washington. Thee little band of signal
corps men have been doing some of the
most energetic and exhausting work
of the campaign The cable operatois
mo also deserving of the greatest
praise. There mo only two at the
cable terminus, which means turns of
twelve hours each of the hardest kind
of work under the most trying condi
tions of weather. General Gieeley al
ready has taken steps to have them
assisted by other opeiators as boon as
tho latter can he gotten theie.
APPRECIATIVE WORDS.
Naval otllclals are gratified with Gen
rral Shafter's expression of appiecla
tlop of the assistance he has received
fiom Admiral Sumpson Assistant See
retary Allen has been stilving earnest
ly to precuie for the geneial, the ten
ders ho dcblres for landing the heavier
supplies of the anny and the siege
train. He has lust secured seveiul
colliers at Key West, which on account
of their light diaft serve admlrablv
as tenders. These have heen ordered
to steam with all speed for Haiquiil.
They should reach there by Wednes
day They aro not lltted with heavy
dei ricks such as the tenders carry,
but have, mateiial aboaid which will
enable Sampson's pallors to convert
them speedily Into powerful lifting ma
chines capable of handling the heaviest
cannon cnirled by the expedition.
