When Second Lieutenant Davles, of
Company C. answered "no," Governor
Hastings turned to Captain Holding
nnd said, "Contain, your lieutenant
doubtless has it good nnd valid reason
for not wishing to volunteer In the
United States service. It Is no reflec
tion on him that ho said 'no.' His
higher duly keeps him home."
Likewise when First Sergeant Frank
A. Itranda answered no with a voice
that betokened a great Inward struggle
the governor walked over to hlin and
said: ''Sergeant 1 congratulate t.-ou
on possessing the spunk to do what
you no doubt conscientiously consider
to be your duty."
The governor as on the previous dnys
commissioned the colonel and all his
ollloeis, making the proviso though,
when commissioning those who lose
their positions, that the commission Is
to be effective providing the rules per

brigade Inspection. The chief started out

overheard the remark, and turning about
with a broad smllo on his face, saluted
and said: "Captain, allow me to escort
you to the Inspection." The chief was

mal enrollment of tho Pennsylvania
militiamen for the volunteer service of
tho United States was completed to
day when General Gobln's regiments,
comprising tho Third brigade, wore
Huccesslvely formed upon tho Held nt
Cnmp Hastings and each oillccr nnd
man was asked individually for his
nnswer. Five reglinento, n battery nnd
n cavalry troop comprises the bilgado
nnd made up a grand totnt of 2,72.1 olll
cers and men on the field under arms.
Inspector Morrell put the same ques
tion to them as ho did to the other two
brigades nnd Governor Hastings per
sonally assured ench ofllccr answering
"yes" that ho would be commissioned
In his present rank.
When the ceremony, which was as
Impressive and brought forth tho same
enthusiasm na tho past two days, was
over, It wns found that 2.2C6 enlisted
men, 1S3 company olllcers and 61 regi
mental oillcero had agreed to volun
teer. But 23S enlisted men refused nnd
five officers were unable to go.

state volunteered nnd when the ofllc-
lal numbers are made public the per

In the three brigades 8,540 olllcers
nnd men faced the inspector general
and Governor Huntings nnd staff nnd
7,739 of these volunteered. Of that
number COS woie olllcers and 7,171 were
enlisted men. Those who decllnad
were 13 olllcers and 794 men. The ma
jority of the declinations were duo to
nge, physical disability or becntiso of
family conditions.
The various regimentnl surgeons ex
amined yesterday were all commis
sioned today by Governor Hustings.
The enlisted men will be examined be
ginning tomorrow and tho mustering
in will come as soon as possible there
after. The men of batteries A and C
were examined today. Both these bat
teries will move on Friday. The desig
nation will bo Newport News. Tho cav
alry will bo examined tomorrow and
probably mustered In nnd move soon
ufter.
Mujor Thompson and his associates
today decided to recruit tho infantry
to companies of 78 olllcers and enlisted
men. The quota will be made up of
eleven regiments of eight companies
each, three regiments of ten companies
each, and one regiment of 12 compan
ies. Tills latter will be the Sixth regi
ment now nn eight company regiment,
nnd to which will be attached four
companies of the battalion State Fen
clbles, Including the batteries and cav
alry nnd number asked for by the
president.

as the fastest ocean steam yacht In
