utmost precaution of tho navy depart
ment it developed Bitot tly before noon
today that the Hying squadron had
been ordered to move from Hampton
Roads. Tho first teports were that
the Btiuadron would gall under sealed
ordc'tH, going south. Tills was looked
upon as the most significant step the
navy department has tuken thus far.
It occansloned much excitement, nnd
uppt eclating that deep slgnlHc-ance
was likely to be attached to the move,
a quieting anil cnutlonary seml-olll-clal
statement wns made tliut the
squadron would go out for a practlco
erulse of 4S hours. At first Seeietury
Long would neither alllrm or deny
that tho squadron was about to move,
stating that a positive rule had been
made not to mention any projected
naval movements. There were Inti
mations, however, that the movement
was not significant as a. prospective
war measure and was more In the line
of giving the restless olllcers and men
of this squadron something to do for
a few- days. Ever since Commodore
Schley took command of the tquudron,
It lias held Itself In rendlne&s to move
on short notice, and orders have been
anticipated dully. It wns thought
about the navy department that it
would be n good thing to appease this
anxiety of the olllcers and men by giv
ing them a little practice work. It
will Berve, It Is said, to limber up
tho men, nnd put everything aboard
ship In perfect readiness tor mure
serious work. Moreover, the brief
practice cruise probably will take the
squadron outside the capes, whete they
can be reached easily by a dispatch
boat If it becomes evident that they
are needed for offensive or defensive
purposes at some other point.
The Hying squadron Is made up ot
the pick ot our naval vessels, In point
of speed and effectiveness. It Includes
tho armored cruiser Brooklyn, 9,000
tons displacement and twenty guns
in the mala battery; protected cruisers
Columbia and Minneapolis, 7,300 tons
displacement ench nnd eleven guns in
their main batteries; battleship Mas
sachusetts, 10,200 tons and IB guns In
tho main battery; battleship Texas,
C.300 tons and 8 guns in the main bat
tery. The Brooklyn Is the flagship.
The Minneapolis Is the fleetest ship
In the American navy, with the Colum
bia next In point of speed. The bat
tleships are slower, avei aging about
in knots, but their heavy armament
and guns are another adjunct of effect
iveness In the make up of this squad
