THE MARKETS.
Hull Street Be view.
New York, March 18. Today's stock
market fluctuated over quite wldo ex
tremes, llrst upwards nnd then down
ward and with a later recover above the
early high point. But It Is notlceablo
Ithnt itho day's net 'changes iilthough
mostly on the sldo of gains were not very
large. Tho extreme dullness was a fea
ture. This and the character of tho ru
mors Which elfrcted the market Indicated
the manipulation of small professional
traders, whose existence depends upon
a movement of prices, whether up or
down. The late rally was tho feature ot
the day and was slgnlllcant of the nerv
ous waiting latitude of tho speculative
world. This rally was effected on detailed
rumors as to what had been taking placo
at tho secret meeting of the cabinet In
Washington. Compromise with Spain
over Cuba was the burden of this rumor
nccompitnled by tho information that
Spain was perfectly willing to grant ev
erything on the sole condition that her
flag remains In Cuba. The professional
short sellers hastened to cover open con
tracts on the strength of this report and
another to the effect that a distinguished
otllcer of higher rank in the United States
navy had expressed the opinion that tho
Slalno was destroyed by an internal ex
plosion duo to an accident. Business In
the Hurry caused by these rumors was
moicnctlve than at any time during the
day but was not on mi unusually largo
scale, especially considering the wire
movement of prices. The heaviness and
dullness wero without the slightest In
terruption after tho opening spurt up to
the recovery In the last hour. Total sales
of stocks were 300.200 shares.
