report of Colonel James II. Lambert,
Insurance commissioner, for the year
ended December 31, ISO", shows that

almost $400,000 less. The reports of nil
the companies reporting to the depart
ment show nn Increase of nearly $4,000,
000 In premium lecelpts as compared
I with 1K9G, while the losses were nearly
$3,000,000 less. Lomhcs paid last year
j amounted to $6,409,500 52 as against

The commissioner states that there
was considerable mortality among the
1 speculatlte mutual companies. Tvven-
I'ty-tlve of these companies have ueen
compelled to quit dutlng tho last three
I year. Colonel Lambert commends the
purelt mutual companies which nie
conducted at small cost honestly and
recommends that these concerns be
prohibited bj the exact terms of the

DR, SWALLOWS CASE.

Hanisbuig, March 10. The case of
Rev. Dr. S. C. Swallow, of this city,
late prohibition candidate for state
treasurei, was argued before the Su
perior couit today on an appeal from
the decision of the Dauphin county
couit In a suit Instituted by Captain
John C. Delaney, supeiintendent of
public buildings nnd gtouuds. Dr.
Swallow was convicted of criminal
libel a year ago and sentenced to pay
a fine of $500 and the costs, which
amounted to several hundred dollais.
The case was appealed to the Supeilor
couit and has since been pending,
ow lug to the failure of counsel on both
sides to ngiee upon a time for argu
ment. Ex-Deputy Attorney Oeneral James
A Stranahan and Edvv in W. Jackson,
of Harrlsburg, and Thomns II Mur
lay, of Clearfield, nppeared today for
Dr. Swallow and aiguert that the court
below eued in refusing to admit cer
tnln evidence to piote the doctor's al
legation that extravagance nnd conup-
tlon had been practiced In fitting up
the public departments Ills attorneys
' contended that if this testimony had
1 gone before the Jury a diffetent verdict
' would have been rendered.

and Lmnn D. Gilbert, for Captain De
laney, aigued that the excluded testi
mony had no bearing on the case; that
it was Immaterial and could not be
admitted under the piinclples of law
governing libel cases.

Lancaster, March 10. Jacob Walt
man, of Columbia, who was recently
charged by his daughter with her ruin
ation and railroaded through court and
convicted, will escape tho penitentiary
tluough the confession of his daughter
that he is Innocent. On the witness
stand she told a horrible story und
severe cross-examination failed to
shake It.
Now she confesses that n young man,
George Miller, also of Columbia, was
the cause of her trouble, nnd that ho
and Maria Sheetz, with whom Miller
boarded, had plotted to fasten the
ciltno on her father, and had' drilled
her In the testimony she was to give.
