The twenty-third nnnual meeting of
tho Association of the Directors of tho
Poor and Charities of Pennsylvania be
gan yesterday In this city and will con
tinue during today. This evening will
be devoted to sightseeing as will to
morrow, according to a programme ar
ranged by the local reception commit
tee. The stage of Young Men's Christian
association hall, where the sessions are
being held, was decorated with potted
tropical plants and the natural colors.
At 10 o'clock the flrst session was called
to order by tho president, Dr. .Tames
"W. Walk, of Philadelphia. Tho open
ing was signalized by a selection by
tho Young M-sn's Christian association
orchestra of fix pieces, led by J. M.
Chance, th asnoclatlon's music direc
tor. Dr. Daniel E. Hughes, of Phila
delpliln, was chosen secretary pro teni.

Dr. Walk, the president, delivered an
nddiess In which lie gave a general re
view of charity work in Pennsylvania
since the war and the history of the
stale association. Ho criticised the
reckless state appropriations of money
to institutions which had no warrant
ed claims for state aid. Hospitals, es
pecially, received his disapproval, hos
pitals that had been established where
they were not needed and which pur
jiosely filled its buildings with patients
on receiving information of approach
ing inspections by state officials.

brief reports from counties and institu
tions, a half hour being devoted to such
reports nt the beginning of each ses
sion. The reports were: Denver coun

Peck; Montgomery county, A. D. Al
derfer; Philadelphia, Captain Charles
Lawrence, superintendent of alms
house. During the readinrj of tho reports P.
II. llrydonbaugh, steward, of Blair
county, objected to the length and do
tall of some of tho reports and tho
cost entailed In presenting them In tho
printed minutes. President Walk ruled
that tho matter would have to bo dis
cussed under tho head of miscellane
ous business and explained that only
a part of tho reports and only tho most
Important facts would bo published.

A motion was adopted that the president-elect
be a delegate to the na
tional conference of charities and cor
rection and that he be empowered to
select two associates. The committee
on programme and legislation will by
rule be appointed by the president
elect and published in the official min
utes of the convention.
Tho following resolution was pre
sented by Secretary pro tern Hughes
and was unanimously adopted:
Resolved, That the Important question
of tho unwise appropriation of public
moneys to Institutions not under state
control of state legislature, so ably pre
sented by Dr. Walk in his presidential
address, bo referred to the committco on
legislation for consideration and report.
D. S. Brumbaugh, of Blair county,
made tho report of delegates to the
national conference of charities and
correction nt Toronto. Ont., In July.
There was no discussion of this re
port. President Walk announced that an
opportunity would be given for the
presentation of the names of cities
proposed for the next place of meet
ing. None were named at this time,
however.
LANG STAFF PRESIDENT.
W. S. Langstaff, of this city, the first
vice-president, was called to the chair
and presided during the remainder of
the afternoon.
Rev. John Henderson, steward, of the
Allegheny City poor house, read a
paper on "Qualifications, Responsibil
ities and Duties of Directors of the
Poor." A director should bo, he said,
a business man with a mind of his
own and proof against the foibles of
crank3 and politicians; a man of great
patienco and not easily provoked; nn
honest, moral and upright man. Ills
duties are Indicated In the most
humane meaning of the management,
protection and care of the poor. It Is
a sacred trust that demands the exer
cise of all the qualifications mentioned.
Tho responsibilities are great when It
is considered that a director stands be
tween the helpless and a cold world.
It requires peculiar traits of character,
grace, courage and charity.
Mr. Henderson's paper was brief, but
so apparently sensible and clearly
understood that It won for its author
considerable applause.
Ncrl Dietrich, of Schuylkill county,
who was to have read a paper on "How
to Improve tho Moral Influences of the
Almshouses," was not present, nor was
Mrs. Sue Wlllard, of Indiana county,
who had been assigned the subject
"The Industrial School for Wayward
and Incorrigible Girls." The latter
topic was presented in a circular read
by Mrs. Harriot L. Lay, president of
the Children's Aid society, of Venango
county. It was an appeal for the es
tablishment of a home In Indiana
county for which 51.100 has been se
cured toward a necessary $5,000, the
Institution to be for wayward girls un
fit for private homes and not suffic
iently Incorrigible for commitment to
confinement Tho homo would be open
to inmates from all over tho state.

A rather vague and Impractical reso
lution was offered by James Moore, of
Cambria county, providing that tho
committee on legislation cause to be
complied and published for distribution
among the poor and charity boards of
the state all tho operative poor laws
of tho state.
Secretary Hughes remarked that the
cost would bo something enormous and
that the size of such a published book
"would equal that of nn unabridged
dictionary." Ho suggested that no ac
tion be taken on the resolution unless
tho cost entailed by Its adoption was
first provided for.
A way out of definite consideration
of the matter was found In the adop
tion of a motion by Captain Lawrence,
of Philadelphia, that all resolutions be
referred without debate to the com
mittee on resolutions.
The meeting adjourned after Presi
dent pro tern Langstaff had made
known the Invitation of tho Scranton
board of control that the delegates in
spect the city's High school building.
EVENING SESSION.
An unfortunate Incident delayed the
beginning of tho evening session and
brought about a change of programme.
Something happened to disarrange tho
building's electric lighting system and
everything became shrouded in dark
ness at the hour for opening. Lamps
were procured for the hall and during
twenty minutes of waiting there was
music by tho orchestra.
On motion tho country reports and
miscellaneous business were dispensed
with.
Rev. Rogers Israel delivered a very
capable and highly appreciated address
on "A Study In Poverty," in which he
held that the main cause of pauperism
was lack of Individual capacity. Drink
and kindred evils ho considered minor
causes. He advocated spiritual atten
tion to public school pupils along non
sectarian lines, believing that a spir
itual attention equivalent to the pres
ent physical and mental instruction
would bear good fruit.
"Our Commonwealth and Her Char
ities" was the subject of an address by
Attorney A. J, Colborn. Pennsylvania,
he said, had carried out the full mean
ing of the Declaration of Independence
and the Constitution in her early ex
ample of religion, education and char
ity, no ono of which can be separated
from the other two.
A WORTHY SENTIMENT.
Mr. Colborn expressed a sentiment
which fitted that contained in the clos
ing words of Mr. Israel, that education
of morals and the spirit should keep
pace with the culture of the mind and
body. When such general spiritual In
struction had had a reasonable period
of swav It would be found to hav.e so
Improved personal character as to
bring about a big decrease in tho state
expenditures for tho care of the pauper,
the criminal and the Insane.
At the close of the address President
Walk remarked that he did not believe
spiritual instruction, no matter how
bring about a big decrease in the state
management.
Mr. Colborn had in hl3 address re
marked upon the occasional brutality
of keepers in public charitable institu
tions. Captain Lawrence, of Philadel
phia, took serious exceptions to the
statement and said it was not true of
Philadelphia. In reply Mr. Colborn
said, he had no apologies to offer; that
he had made his observation advised
ly, and that It did not necessarily ap
ply to Philadelphia, but that Captain
Lawrence knew that ho (Mr. Colborn)
had made a correct statement. Cap
tain Lawrence disclaimed any knowl
edge of brutality in any Pennsylvania!
Institutions, excepting one or two most
isolated cases of tho past that had been
properly dealt with.
