ing before that body the joint resolu
tion Introduced last week by Air. Mor
gan, of Alabama, to declare the Clay-ton-Huhver
ticaty abrogated, When
Air. Sherman, of Ohio, called attention
to the fact that a Joint resolution was
not properly a subject for considera
tion in the mornlnK hour, the vice
president promptly sustained the point
of order, Intlmntinfr at the same time
that ho would recognize Air. Morjrnn
to move that the Joint resolution bo
taken up. Instead of making that mo
tion, however, Air. Morgan appealed
from the decision- of the vice-president,
and was about to make his speech In
support of tho Joint resolution, whpii
he was again brought up suddenly by
another point of order on the part of
Mr. Sherman that the appeal was not
debatable. Air. AI organ Insisted that
It was, and made the cutting remark
that the senator from Ohio had been
so long in tho senate that ho had for-v
gotten Its rules. Again the vice-president
sustained Air. Sherman's point,
causing Air. Alorgan to Intimate that
he wns being victimized "by the chair
and by the senator from Ohio."
The allegation was promptly, and
not without a show of annoyance, re
pelled by the vice-president. Senator
Faulkner, West Virginia; Quay, Penn
sylvania, and Chandler, New Hamp
shire, made suggestions Intended to
clear obstiuctlons out of Air. Alorgnn's
path; and finally the latter mnde the
formal motion that the Joint resolution
bo taken up for consideration, and
that motion was carried by a majority
of one. The vote by yeas and nuys
was as follows:

1SLOCKED AGAIN.
Hut just as Air. Alorgan was about to
enjoy his triumph and deliver his
speech for the abrogation of the treaty,
he was once more blocked by the objec
tion made by Air. Hoar, of Alassachu
setts, that the subject was one for con
sideration In executive session. Air.
Alorgan suggested that what Air. Hoar
meant was not an executive session but
a secret legislative session. Taking
the same view of It the vice president
ordered the galleries to be cleared and
the doors locked.
This occurred nt 12.40 and at 2 o'clock
three bells were rung, Indicating that
the executive session proper began
then.
It lasted until near 4 o'clock when
the doors were reopened and tho bank
ruptcy bill was taken up ns the unfin
ished business. No progress was mnde
with It beyond having the senate sub
stitute read In full.
After that the conference' report on
the legislative' bill was presented and
agreed to; and twenty-four private
pension bills with a lot of other mls
cellanneous bills were passed and at ii.15
the senate adjourned until tomorrow.
BUSINESS IN THE HOUSE.
Today was suspension uay, and the
house disposed of a large amount of
business. Tho most important meas
ure passed was the sundry civil appro
priation bill, enrrying a total of about
fifty millions and comprising 111 pages.
In the short time allowed for debate,
one hour, this unusual manner of sum
marily disposing of n bill of such im
portance was sharply criticised, ns
were also the appropriations of about
sixteen millions for river and harbor
improvements under tho contract sys
tem. After some reflections upon the
appropriations committee and its
chairman, Air. Cannon, of Illinois, on
account of an item In the bill nrro
prlatlng $200,000 for establishing a new
soldiers' home at Danville, III. (Mr.
Cannon's home), were warmly replied
to by that gentleman, who stated that
ho had urged its location there only
after the unanimous recommendation
of the soldiers' home officials, the house
committee on military affairs and the
committee on appropriations.
Of the- other bills passed were the
following: Appropriating $250,000 to
close the crevasse at Passa Loutfo,
Mississippi river; to supply the Na
tional Guard of the various states with
modern Springfield rifles; lending tents
to the city of Buffalo, N. Y., for use of
Grand Army encampment next sum
mer; extending the time for tho com
pletion of certain railroads In Minne
sota and furnishing a naval or other
vessel to carry supplies from San
Francisco to the famlne-strlckcn of
India.
The contested election case of Be
nolt vs. Boatner, from the Fifth Louis
iana district, was settled by tho adop
tion uf a resolution declaring the lat
ter entitled to the scat he now holds.
The senate amendment to the diplo
matic and consular appropriation bill
was concurred in.

Julius A. Palmer, of Boston, gives out
tonight a statement charging that there
Is a plan to remove the ex-iueen of
Hawaii by assassination from the path
of the Hawaiian annexationists, and
that It has the appioval of tho Dole
government. He claims to have re
ceived the infoimatlon In a letter from
Honolulu sent the day 'before Lorln A.
Thurrton sailed for San Francisco, in
timating that Thurston would promote
the plan upon his arrival In this coun
try. At tho Hawaiian legation hero the
story in ridiculed as an absurd Inven
tion, intended to help the ex-queen In
her effort to arouse sympathy in this
country. Captain Palmer made the
most of it today, going over to the
white house, he says, and reporting it
to Private Secretary Thurber, and then,
returning to tho hotel, he made elabor
ate arrangements for the greater se
clusion aiid protection of the ex-iuocn.
He says he not only received this
warning about the assassination plan
by letter from Honolulu, but that he
got a mysterious long-distance tele
phone message today (ho will not say
from whom or where), in the Hawaiian
language, which he could not under
stand, but took down in writing, letter
by letter, and which, being translated
by the ex-iueen's Hawaiian secretary,
turned out to be a similar warning,

who had a conference with the secre
tary of the navy, introduced a bill in
the house today to authorize that ofil
elal to make twenty-year contracts
with the Illinois Steel company to sup
ply armor plate for ships at $200 per
ton, which is $2G3 per ton less than tho
present price.
Air. Gates, the president of the Illi
nois Steel company, has been In the
city some days and states that his as
sociates will agree to put up a plant to
cost three and a half million dollars if
the contract asked for is awarded them.
COLLAPSE OF ANOTHER TRUST.

machine bolt trust has gone to tho
wall. It comprised all the leading ma
chine bolt manufacturers in the coun
try. The cause of the downfall of tho
trust was sharp competition, forced by
the distrust and jealousy of some of
its members, Tlio combination was
formed last April for the purpose of
governing the price of machine bolts
and regulating the output.
Within the past few months some
of the members of the trust have made
repeated cuts in tho trust price.

ing case, overruling the petition for a

or friend of the condemned men, who
Is working for their commutation and
hopes to" stay the execution, but the
judges say that the absence of the de
