Wellington, .Tan. 21. A few days ago
thu inciiiorlal ot Henry A. Dupont for
iiilinlsslon to a seat In the senate from
the state of Delaware was presented
by Mr. Chandler, of New Hampshire,
uml was referred t6 the committee on
privileges and elections. Today a cer
tllleato of election was presented by the
same senator, and was similarly re
ferred, to the effect that John Edward
Addleks has been legally elected to the
vacant seat In the senate from the state
of Delaware.
An unsuccessful attempt was made
by Mr. 11111, New York, backed by Mr.
Chandler, to have a bill considered and
passed llxlng the term of olllco of all
postmasters at four years. Mr. Hale,
of Maine, objected, however, on the
ground that the bill would only Inten
sify the scramble for postolllce appoint
ments, and the bill was not taken up.
Most of the morning hour wns taken
up today, as It had been for the two
previous days In the wrangle over the
bill as to electrical conduits In the city
f Washington Mr. Hill making an ad
ditional argument In opposition to the
bill. It went over without action.
When Mr. Turpiu" began his third
days' argument against the Nicara
guan canal bill, Illumining the subject
with scintillations of bitter sarcasms.
There was no similarity, he said, but
a dissimilarity iwtweoui the lUiitlsli
government buying the control of the
Suez canal and the United States buy
ing tlie control of the Nicaragua yanal.
The llrst was' a case of "bird In the
hand," the second a ense of "bird In
the bush." If the proposition made In
the pending bill were made to the Brit
ish parliament, the reply, lie said, would
be: "You have no right ,to make the
transfer. That Is forbidden by the
terms of your own contract. Do you
think we are going to give you a hun
dred million dollars for a corpse and
then have to bury it at our own ex
penwj?" When Mr. Turple closed his
speech nn effort was made by Mr. Mor
gan, Alabama, In charge of the bill, to
have a day and hour llxed for taking
vote, but objection was made both by
Mr. Turple and Mr. Vilas, of Wisconsin.
Ths senate at 4.20 adjourned until to
morrow. YOST-TUCKER CONTEST SETTLED.
After 12G members of the house of
representatives, Including 5" Republi
cans had, voted, In accordance with
the recommendation of the majority of
the committee on elections, No. 3, Mr.
Tucker, (Democrat), was entitled to re
tain his seat as n member of the fi4th
congress from the tenth Indiana dis
trict, which was contested by Yost (Re
publican), two hours were spent in
making the vote effective, and llnally
settling the mutter. The case had been
discussed from noon until 4.30 o'clock,
the committee recommendation being
supported by Messrs. Dearmond, Mis
souri; Walker, Massachusetts, Tucker
(the contestee), and McCall, Massa
chusetts, chairman of the committee
reporting thecase. The recommendation
of the minority that Mr. Yost, (who is
the representative-elect from the dis
trict in the filith congress) be given the
seat was advocated by Messrs. Grow,
Pennsylvania; Taylor, Ohio; Lacey,
Iowa; Hrumni, Pennsylvania; Thorp,
Virginia; Wnlker, Virginia, the latter
of whom with Mr. Thomas, Michigan,
constituted the' minority of the elec
tion committee,'
The vote In favor of Yost was 120
(Mr. Thomas having changed his vote
in order to liiovo a reconsideration) and
this closeness Induced the friends of
the minority, 'led by Mr. Hepburn, Iowa
and by Mr. Thomas, to make a parlia
mentary light lasting two hours to
force an adjournment In the hope that
n different result might be reached to
morrow. But their efforts were futile
and the resolution declaring Tucker en
titled to the seat was adopted at C.20
o'clock by a vote of 119 to 47, fourteen
members being present and not voting.
The result was clinched by the adoption
of the usual formal motion to reconsid
er the vote and to lay that motion on
the table, and the house then adjourn

IRON AND STEEL TRADE.
The Outlook ns Viewed hy the Ameri
ca n .Manufacturer.
Pittsburg Pa., Jan. 21. Tho American
Manufacturer, in Its edition tomorrow,
will say concerning the outlook in the
Iron and steel trade:
Our reports of the Iron and steel mar
ket nt various points this week show
the trade to bo dull nnd featureless.
There seems to be a continuation of the
waiting policy. The eastern market re
ports dullness, but negotiations are
now under way for a large amount of
business which Is expected to be closed
within tho next two weeks. At Phila
delphia more of tho common crude of
pis Iron is now being sold tlinn for a
long time. Chicago leports very little
general Improvement, but the under
tone Is better. The unsettled condition
of the bessemor Bteul market Beetns to
have a bad effect on all lines. In the
western market foundry Irons are
weaker, and some quite low figures on
bar Iron have been mentioned. At Cin
cinnati pig Iron ifrlccs arc lower nnd
bars very dull.
One New York report states that
there Is considerable business pending
In southern Iron for shipment. Louis
ville states that the large southern
concerns arc being materially bellied
by tho export demand.
MEDAL OP HONOR AWARDED.
Michael Dougherty Rewarded for
Distinguished Calliuitry.
Washington, Jan. 21. A medal of
honor has been awarded to Michael
Dougherty, late private Company M,
Thirteenth Pennsylvania cavalry, for
most distinguished gallantry In action,
nt Jefferson, Va., October 12, ISCn.
This soldier, at the bond of his com
pany, dashed across an open Held, ex
posed to a deadly lire from the enemy
and succeeded in dislodging them from
an unoccupied, house which he und his
comrades defended for several hours
against repeated attacks, thus prevent
ing the enemy from Hanking the posi
tion of the t'nlon forces.
WITCHES IN OHIO.
Denizens of n German Hamlet Suffering
from a Peculiar DiscaseThcy
Ascrlbs It to Witchcraft.
Toledo, Ohio, Jan. 21. Richfield Cen
ter, a little village in this county, sev
enteen tulles south of hero, Is In tho
midst of a genuine witchcraft scare.
The little community is composed prin
cipally of Uormnns, and they are thor
oughly convinced that they are being
made the victims of some witch or
other agent of the Satanic Majesty.
There are seventeen families afflicted
with the peculiar malady. Thu thing
has been going on for nearly a month,
and some thirty persons arc on tho
verge of death.
The peculiar malady seizes a whole
family at n time from the youngest to
the oldest. They cannot sleep or rest
at night nnd keep pining away until
they become mere skeletons. The sym
toms In all the cases are similar. Sev
eral of those alllicted claim that they
are being constantly pursued by black
cats, which make faces and snarl at
them. Some of them nlso claim that
certain rooms in their houses are in
fested with this strange evil spirit,
while other rooms nie free from Its
inlluence.
A. M, Miller came to tho city and re
ported the matter last night. He Is a
victim of the strange disease and had
to be carried to and from tho carriage
which conveyed him, owing to weak
ness. His wife and four sons are down
with the dlseuse and are likely to die.
Richfield Center Is located ten miles
from a railroad station. .Mr. Miller
says that the people firmly believe the
whole thing Is the work of some witch
whom they ennnot locate.
Some of the cattle, horses, sheep, and
swine are victims of tho disease. Some
of the people hnve burned their feather
beds and resorted to thelranclent meth
ods In hope of getting rid of the spell,
but they claim they cannot shake It
off. Physicians cannot diagnose the
tho malady, but assure the patients
that It Is due to natural causes, pos
sibly resulting from an unsanitary con
dition of the village.
MEETING OF FIREMEN.
Delegates from Ohio, Pennsylvania, New
Vork, New Jersey, Indiana and
Illinois Alect at Cleveland.
Cleveland, O., Jan. 21. Delegates
from Ohio, Pennsylvania, New York,
New Jersey, Indiana and Illinois, met
this morning to discuss questions per
taining to the welfare of the Brother
hood of Locomotive Firemen. Dele
gates from one hundred lodges to the
number of five hundred were present.
Secret work took up all the forenoon.
The llrst thing taken up In the afternoon
was the question of amalgamation. A
delegate said:
"It is proposed to amalgamate the
firemen, engineers, conductors, railway
trainmen and railway telegraphers into
one organization, the whole to be char
tered by tho American Federation of
Labor. This proposition will bring out
a bitter light. The southern and a
great many northern men are opposed
to this plan. In the first place we do
not think the engineers will come with
us. In the second, we would lose our
Identity In a degree by alllllating with
the Federation and such a course would
abrogate the color line which Is now
sharply drawn,
"On the southern roads there are
many negro firemen. They are work
ing for less wages than a white man re
ceives. The southern members are bit
terly opposed to their recognition. Un
der the Federation we would have to
recognize them, for most of them be
long to some organization which Is rep
resented In the Federation. 1 believe
the amalgamation plan will go down on
those grounds."
DELAWARE SENATORIAL WAR.
Candidates Addieks und Kenucy Will
Transfer the Tight to Washington.
Washington, Jan. 21. The struggle
for the senatorial seat from the statu
of Delaware will soon be transferred to
Washington. This afternoon J. Ed
ward Addleks, who claims n title to the
seat, reached Washington, carrying his
credentials and on the same train came
R. R. Kenney, with a certificate signed
by the governor. .Meanwhile the claim
of Dupont for a rehearing is being con
sidered by the committee on privileges
and elections. Mr. Addleks held a long
conference with Senator Chandler, act
ing chairman of tho elections commit
tee, and Mr. Kenney was closeted fot
some time with Senator Gray, of Dela
ware, who was the chairman of this
committee under tho Democratic ad
ministration of thu senate.
The manifesto Issued by the mem
bers of the bolting leguslature of Dela
ware, signed by the residing olilcers of
the two bodies appears In. the shape of a
petition asking congress to luvestigato

MARKETS AND STOCKS
Wall Street Review.
New York, .Inn. 21.- The tendency ot tho
stuck ninikut was toward u lower range
of prices again today. Considering tho
sharp break In some of the specialties and
other unfavorable developments, however,
the lending shares held comparatively
steady, tho net losses for tho dny In such
stocks as thu Grangers, Chtcagu Gas, Su
gar and Louisville and Nashville showing
losses of only U to per cent. The dull
ness and absence of outside orders oper
ated against any Improvement In prices,
The sensational Incident ot the day was
a break of lUffo In Hocking Valley Pre
ferred nnd of S'-iU In the common. The de
cline was started by an effort to market
a small amount of stock. In tho absence
of supporting orders tho benrs found It nn
easy matter to bring about the silb-ie-qucnt
sharp fall, especially as a rumor
wns circulated thnt a receivership for the
property was imminent. Vlco lVosIdolit
Davis subsequently denied tho rumor, nnd
the common rallied 3 points. The com
pany, In common with the other bitumi
nous coal carriers, has suffered from the
Ilerco war that has been waited between
them for a long time.
Speculation closed steady In tone, nt a
rully in the general list of fe to 'i per
cent, from the lowest of the day. Total
sales 153,250 shares.
